Head of Solutions, Design and Development

Job description / Role

Manage and is accountable for the performance and the daily operations of the Solutions Design and Development function. Responsible for leading the design and coordinating the development of new solutions/changes to the existing application landscape.

Duties include, but are not limited to:
- Support in the development and implementations of department strategy according to the company strategy, responsible in setting sections operational goals, initiate measures and have accountability in reaching these goals to improve the overall units performance.
- Support the performance management process that measures and evaluates progress against departmental goals.
- Foster organizational culture by establishing quality awareness and service orientation and complying and implementing processes such as Project Management and Change Management.
- Develop, implement and ensure adherence of policies and procedures.
- Ensure that relevant technology meets both functional and non-functional requirements.
- Responsible for the technical specification of projects and choice of technology including the development, integration and testing
- Ensure that solutions delivered are supportable, cost effective, meet the department's strategic business needs, and align to the departmental technical strategy
- Participate in project and design review to evaluate and ensure that the design being applied meets policies, principles, and standards.
- Review and align product choices to avoid redundant effort and ensure that enterprise architecture standards are met

Requirements

- Bachelor's degree in Information Systems, Information Technology (IT), Computer Science or Engineering.
- Masters degree is a plus
- At least 10 years progressive IT, Governance, Risk and Compliance management experience; at least 3 years experience in a design and development management position
- Very good command of written and spoken English; knowledge of Arabic language is an added advantage
- Strong level of customer service orientation and professionalism in all interactions

Licensure / Certification Requirements
- Certified Information Systems Development Technologies and Standards
- Project Management Certification is a plus
- ITIL/COBIT Certification is a plus

Excellent knowledge about software engineering best practices:
- Design for long-term maintainability
- Design for high scalability and robustness
- Ability to follow design and coding conventions without supervisor intervention
- Application of software design patterns and best practices
- Version control and configuration management
- Good knowledge about contemporary web service technology (SOAP, WSDL, XSD)
- Strong Understanding about Java Enterprise Edition technology (EJB, JMS, JAXB, etc.)
- Strong Understanding about service oriented architecture (SOA) and enterprise application integration (EAI) concepts
- Strong Understanding knowledge about software development methodologies like the Rational Unified Process and Scrum
- Strong Understanding about software modeling using the Unified Modeling Language (UML)
