Senior Marine Manager

Job description / Role

Job Purpose & Scope:
- Manage & Supervise all marine activities & operations at the Petroleum Port & Harbor with robust processes and systemic controls to ensure smooth logistic operations with special focus on HSE compliance and port operation regulations.

Principal Accountabilities:
- Plan & manage tanker berthing and loading schedules in accordance with nominations.
- Accountable to achieve the oil export loading plan on time, utilizing contracted Mooring/Loading Masters & marine operation service boats, ensure proper & safe marine operation at the harbor during Day & Night operation shifts.
- Check, control, & Issue necessary documents related to, or connected with Tanker Mooring/Loading Operations and advise of any limitation or problems foreseen in Mooring or Loading prior to tankers arrival, and ensure that copies of the above is dispatched to parties concerned Pilots/Loading Masters.
- Ensure strict implementation of safety rules and regulations established. The port information manual prepared by Marine Department and to stop loading and advise to close the port in adverse weather conditions or if tanker / loading facilities conditions are unsafe.
- Prepare and/or review marine procedures, regulations, standing instruction and working criteria for Terminal & jetty, such as tanker loading, moving and mooring of vessels & telesystems.
- Guide marine emergency operations at sea, such as pollution combat and control, rescue & salvage operations, firefighting, supervise Oil Spill Team to train Company Sites nominate teams & maintain equipment at highest readiness. - Prepare, in conjunction with all contracts related to service vessels and personnel involved in technical operations, and ensure that contracts are properly executed.
- Accountable for internal & external marine audit for the Terminal Marine Operation by surveyors or by Share Holders representatives & initiate remedial action accordingly.
- Continuously improve the process of the marine operations including terminal upgrading.
- Establish & implement oil spill drills and exercises for loading terminal & island shore side, & follow up the training & familiarization of the auxiliary team.

Requirements

- 10 plus yrs experience in offshore terminals
