Job description / Role

Employment: Full Time

To plan, direct, manage and monitor company’s purchasing resources, in order to execute a wide range of administrative support services for all departments. This include supervising all purchases, preparing for tenders, evaluate, analyze proposals and improve operations within the Department.

- Plan, direct, and manages the central procurement activities.
- Develop, review, and approve new or improved purchasing procedures to maintain economy and efficiency of operation.
- Evaluate overall revision, price and past performance of each contract and approves changes.
- Interpret contract provisions and reviews contracts for accuracy and changes prior to bid and renewal.
- Responsible for preparing section Budget.
- Responsible for preparing annual purchasing plan and plan the most effective & economical method for bulk purchases.
- Manage the purchasing processes.
- Ensure compliance with applicable laws, regulations, and/or Tender Board rules, standards and guidelines, etc.
- Monitor frequency of purchases and recommends possible options to increase effectiveness of purchasing power.
- Set purchasing policy, planning & project prioritization and management.
- Manage purchasing information and systems, services IT, managing staff supplies, SLA's (service level agreements), etc
- Prepare correspondence to Tender Board, follow up and coordinate all requirements of both the Tender Board & internal departments.
- Negotiate and administers purchasing contracts.
- Ensure cost saving budgeting and targeting.
- Keep Purchasing team well-informed of activities and recommends corrective action.

Requirements

- University Bachelor Degree in related discipline
- Master degree or Specialized Certification, preferred
- At least 6 years work experience in related field, or equivalent experience.
