The Assistant Director of Admitting assists in achieving the goals and objectives established for the the Department of Admitting, provides general management and direction to the Emergency Medical Services Department, assistance to develop department policy and procedure, interface with other departments and outside agencies. Developing and implementing quality standards in keeping up with the current changes in practice standards to ensure the Patient Care is delivered in accordance with HMC Policies and Procedures.

Responsibilities
- Oversee and monitor the operation of a 24-hour emergency and non-emergency medical service to the general public, which meets national and international standards.
- Participate and contribute at management meetings to improve processes and workflow to facilitate increased access to beds, e.g. to evacuate patients to discharge.
- Communicates with patients to resolve conflicts and prioritize admissions.
- Influence and negotiate with medical staff throughout the hospital to expedite admissions and manage bed utilization.
- Resolve conflicts with patients and relatives by confirming priority needs and medical necessities.
- Make appropriate decisions on alternatives for immediate admission, including use of other facilities, based on patient needs and capacity.
- Accountable for performance results in managing resource utilization against targets in collaboration with medical staff.
- Direct and participate in operating budget preparation, capital and consumable purchasing and identify needed resources.
- Coordinate, supervise, direct, monitor, and evaluate supervisor-and staff performance, conduct, and behavior; identify and verify potential risks to the Department resulting from practices or circumstances which could impair the operation of the Department; review and investigate incidents of staff misconduct, non-compliance, or patient neglect, and make recommendations for disciplinary action, re-mediation, continuing education or refresher course, as necessary.
- Develop and administer performance standards, policies, procedures, protocols and guidelines to ensure effective organization of the department.
- Develop, evaluate, monitor and distribute daily, monthly and yearly reports; analyze, and interpret the data; review and monitor quality improvement, activities and outcomes of the Admitting system, and produce short and long term strategic plans, action plans and policies to remedy the deficiencies and meet performance standards and goals.
- Conduct recruitment activities, in liaison with the Personnel Department to ensure adequate qualified staff is available to meet the demand of the department.
- Develop the Department external disaster plans; ensure disaster readiness of department and staff; participate with other Ministries and agencies to develop comprehensive, unified mutual aid, disaster preparedness and response.
- Ensure the implementation of an effective Qatarisation programmes.
- Serve on hospital committees. Chair meetings as necessary.
- Participate in a rotating on-call schedule for after-hours administrative and medical emergencies.
- React to change productively and handle other essential tasks as assigned, Assuming responsibility for own professional growth.
- Performs other tasks as required.

Requirements

- Bachelor's Degree in Hospital Administration / (High School Diploma for Qatari Nationals)
- Preferred Education: Bachelor's degree and other Diplomas in connection with the field.
- Required certification/licensure: ALS, BTLS, MIMMS, BPLS or equivalent certificates
- 7 years in Healthcare management / High School Diploma with 10 Years of experience in Healthcare/ Administrative setting ( For Qatari Nationals)
- Preferred Experience: 10 years.
- Language Skills: English-verbal and written skills; Arabic-advanced
- Computer Skills: MS package, typing, e-mail, internet research skills
