The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $120B for infrastructure and road projects by 2019. To support this growth, our client; the public works authority; has created a number of senior management expatriate postings for urgent commencement. With long term prospects providing stability and career development, our employer is looking to recruit an experienced Project Control Lead to their PMO team to add value in an advisory capacity on infrastructure projects. This role is responsible as the client’s representative for ensuring capital works projects are delivered in accordance with the firm’s project procedures and controls.

Reporting to the Portfolio Management Office Manager – Infrastructure Affairs and working as part of the Infrastructure team, your responsibilities in the role will include:
- Monitoring of supply chain partners comprising programme management consultant, Design Consultants, Contractors and suppliers.
- Work in partnership with the Governance Team and programme management consultant to ensure delivery of the capital programme to achieve time, quality and financial objectives.
- Responsible for application of governance procedures to provide regular and validated reports on programme and project performance.
- Preparation of regular reports and briefing papers on the progress of the Infrastructure programmes.
- Monitor in potential risk across the capital portfolio and preparation of management reports and propose mitigation.
- Monitor of the performance of the PMC and projects and provision of feedback to ensure continuous improvement in the quality of service delivered through the supply chain.
- Follow-up the implementation of project gateway approval processes in accordance with company procedures.
- Manage the reporting process to ensure that appropriate progress reports, dashboards and project management standards adopted in the programmes.
- Detailed Monitoring of progress reports and schedules submitted by the PMC.
- Preparation of reports and briefing documents to ensure that programmes performance is monitored according to the firm’s requirements.

Requirements

- University degree from a recognized university in engineering, project management or comparable. A Master’s degree would be highly desirable.
- Chartered status from a recognized institution would be highly regarded.
- A minimum of 15 years’ experience in managing project controls for the design and construction of major new construction programmes.
- Experience in compliance of Infrastructure projects.
- Experience in the application of Primavera P6, and Primavera contract manager on major building projects.
- Have good knowledge and experience of the project lifecycle for building projects in respect of planning, budgeting, cost and schedule control, and change control.
- Experience of working in Qatar or the Gulf region is desirable.
