Job description / Role

Employment: Full Time

Purpose: To develop workforce plans and budgets through the analysis of resource utilization and forecasting capacity in order to meet QM’s current and future business needs.

Planning and Implementation:
- Works with the Head of Recruitment and Compensation to ensure the successful execution of all workforce planning activities.
- Ensures highly specialist advice is given to the management in relation to workforce planning methods, working collaboratively with operational Human Capital Team to devise effective solutions to workforce challenges which support national and local initiatives and processes.
- Monitors the implementation and execution of approved workforce plans and documents deviations for corrective action
- Identifies areas of improvement within the workforce planning processes and activities and recommends changes for improvement

Workforce Planning:
- Develops projections of manpower requirements with the Head of Recruitment and Compensation in forecasting staffing requirements, and monitoring performance for all Department and Museums and continually analyzing the manpower history, trends and patterns to meet the department’s requirements which support operational excellence.
- Review the current staff in each department and validate that each employee is utilized to their best capabilities and justified to the department/position requirements and as a result identify surplus staff.
- Implements internal staff movement, redeployment systems as part of the centralization process and manages internal announcement and relocation of talent to fill in vacant positions.
- Processes transfer, delegation and secondment procedures
- Works with relevant stakeholders to refine manpower plans after initial consolidation and analysis ensuring that all requirements are adequately captured and reflected in the plan
- Handles manpower related inquiries such as vacancies, employee movements, attrition and budget provisions; escalates to senior management when necessary
- Conducts review and analysis of proposed jobs/roles and proposed organizational charts from Departments/Museums.
- Acts a business partner to Chiefs/Directors and conducts annual manpower plan reviews to ensure current and future resources are captured within the recruitment strategy
- Ensures organization charts and job descriptions are up-to-date and in line with manpower requirements
- Assists senior management to allocate human resources in order to meet short and long term objectives
- Collects employee demographics, analyzes trends (including staff productivity and attrition rates) needed to make business decisions
- Provides both regular and ad-hoc reports as requested

Requirements

- Knowledge of Workforce Planning, Statistical Modelling/Analysis and Budgeting
- Bachelor’s Degree in Business Administration/Human Resources or related field
- Masters in Human Resources Management or Business Administration / Certification from a recognized HR Association is preferred
