Employment: Full Time

An engineering degree or related technical field. 15 years of total work experience in large-scale development projects is required. 10 years full time risk management experience. Professional registration and risk management qualification preferred.

Incumbent must have a broad general construction background.

Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of risk management practices required.

We are currently looking for a Permit To Work Manager for our multi-billion dollar infrastructure project in Doha who will report to the Senior Project Manager. Engineering and Interface is responsible for establishing and monitoring the Permit to Work process.

Interfaces with the Consultants Design and Construction Teams populate a program-wide master list and determine which permits, license, approvals, standards, guidelines, ordinances, rules, and regulations to be obtained for a particular project to move forward and coordinate the approval process with multi-disciplinary project team, boards and commissions, and/or governmental entities.

Responsible for overall management of the Permit to Work process by managing a group of Permit to work engineers and other technical staff and coordinating with local permitting authorities to ensure all permits, license, approvals are secured in a timely manner.

Liaise and coordinate submissions, revisions and issuing processes for utility approvals and permits.Understands all related codes and their application to the project; and serves as primary interface with local agencies to coordinate all liaison and permitting procedures.

Identifies, reviews and checks the required list of documents for different submissions and prepares and follows up correspondences with Authorities and related departments.

Develops and maintains thorough knowledge about processes to coordinate with government authorities for clarifications, justifications and approvals by statutory authorities. Manages the document completion process to be submitted as required by the local authorities and coordinates with government authorities for clarifications, justifications and approvals by statutory authorities.

Coordinates between design teams and construction teams providing answers and responses for all staff queries on daily basis regarding local standards and local updated requirements.Be familiar and know how to deal with authorities programs, systems & online procedures.Identifies and presents the statutory process requirement for each project in order to be implemented in projects Programs.

Monitors and controls statutory approvals status through weekly standards matrices, reports & charts. Monitors and protect existing works that have been handed over to client. Develops and fosters relationships with local authorities, with an emphasis on establishing credibility with clients.

Manages all document completion processes to be submitted as required by the local authorities on behalf of the project team.Prepares and maintains permit to work submittal logs and tracking register and prepare regular reports and presentations to provide an update on status and progress of the permitting work

Must be comfortable with and competent in making presentations and leading meetings at Director and Senior Management level within client organisations. Incumbent must be conversant with where risk management adds value and contributes to successful package, project and program delivery

Requirements

4-year degree in Mechanical engineering or other technically related field.

Arabic and English speaking skill.

15 years of relevant experience in infrastructure-related design and/or construction commensurate with the construction of large industrial or infrastructural projects with general knowledge of mechanical, electrical, instrumentation and civil designs.

Proven ability to deal with permitting authorities to obtain approvals and permits in a timely manner.

Further Qualification Required:
- Proven ability to perform in a management role.
- Excellent written and oral communication and interpersonal skills in both Arabic and English languages.
- Should have thorough knowledge of the standards and codes used by the local authorities
