Employment: Full Time

We are looking to recruit a Proposals Manager to join our Construction business unit in the Middle East.

Responsibilities:
- To efficiently and effectively manage the development and submission of Proposals from receipt of Invitation to Bid (ITB) through to estimation, proposal preparation submission, post submittal clarifications and responses, presentations, receipt and review of contract and hand over to operations.
- Responsibility and accountability for delivery of the Construction proposals for Oil & Gas projects across the Middle East.
- Receive and register the ITB in line with IMS procedures.
- Prepare and circulate the IMS documentation for Go/Nogo approvals. Follow up with the personnel involved until a final decision is made on the Go/Nogo scenario.
- Read and understand the scope of the ITB.
- Assemble the proposals team in conjunction with the heads of departments and lead the proposal team.
- Distribute the ITB information appropriately to other functional departments.
- Provide periodical reports on group bidding activities and success ratio achieved in each area.
- Organize and facilitate meetings with clients, partners, subcontractors and vendors.
- Ensure the proposals are prepared in compliance with the applicable IMS Procedures.
- Ensure Company policies, procedures and norms are followed for all proposals activities.
- Prepare comprehensive technical proposals together with the appropriate commercial proposal and assist the estimating manager in preparing the cost estimates and prices.
- Prepare project review documentation including the risk assessment documentation, conduct the risk review at department and country level as well as conduct management reviews as per the IMS procedures and Lines and Limits of Authority.
- Comply 100% with the internal company project review requirements as well as deadlines as set by clients and potential clients (this may call for work flexibility regarding working hours arrangements).
- Assistance in recruitment as well as training and development of proposal personnel.
- Actively contribute in the development and enhancement of the Proposal procedures for delivery of successful tender packages.
- Any other work as directed by the Regional Construction Director within the scope and objectives of the Construction business unit. The role would involve regular travel around the GCC, UAE, Qatar, Bahrain, Oman and Saudi Arabia.

Requirements

- Degree qualified in Engineering, Construction Management or similar
- Ideally from a Mechanical or Piping background
- 10-15 years of estimating and proposals experience
- Extensive experience working for a large multinational Engineering & Construction company on Oil & Gas projects
- Good interpersonal and team-working skills
- Man management capability
- Estimating and Proposals experience on projects in excess of $500 million
- Able to work within a multinational and multicultural environment
- Good leadership skills
- Result oriented.
- Ability to work and deliver under pressure and demanding work conditions.
- Understand, appreciate and comply with the tender submission requirements.
- Excellent computer skills, especially Microsoft Excel and Word at advanced level.
