Job description / Role

Employment: Full Time

- Undertake any of the tasks described in the Managing Quantity Surveyor’s job description as may be reasonably delegated.
- Review and understand the terms and conditions of the Main Contract and Subcontracts and ensure the Area Manager and the Station Manager also have a basic understanding of content and obligations.
- Manage and supervise other commercial staff on a Project to ensure they fulfill their duties properly and diligently - include holding weekly or monthly Project commercial meetings, setting task targets and the like.
- Liaise with the Functional and Administrative reporting lines on all Project related issues and performance.
- Assist with compilation of Subcontract documents and amendments / addenda thereto for execution as and when required.
- Attend Project monthly progress/commercial meetings, both internal and external.
- Coordinate with other Project Departments such as Planning, Engineering, Operations, Procurement, Administration, HSE, QA/QC to ensure provision of satisfactory commercial support.
- Facilitate accurate and timely quantity takeoffs and any Bills of Quantity required for enquiries, subcontracts, value engineering or the like.
- Maintain and update monthly a tracking log for all Group / Subcontract Bonds, Insurances and all other deliverables to ensure these are submitted timorously, kept live and cancelled/recovered as soon as possible.
- Brief Operations and Engineering staff and secure any contemporary records required for commercial purposes on the Project.
- Provide interpretation of contract. Understands extensions of time, concurrency.
- Liaise regularly with the Client’s and Subcontractors’ commercial staff, understand their commercial requirements and processes (within the terms of Contract) and tailor Project commercial processes to meet those requirements. Set up tracking schedules for Variations, Dayworks, Payments, Final Measure submissions and agreements with targets.
- Review and submit interim/monthly payment applications to Consultants/Clients not later than the end of the first week in each month - expedite issue of Payment Certificates and close out of Final Accounts.
- Review, submit and agree Variation Orders (Cost Proposals) with Clients Consultants and Subcontractors. Undertake Change Management.
- Generate Contra Charges.
- Generate and levy Delay Penalties.
- Implement and apply cost/value reporting on all projects, including the establishment of proper cost coding, in accordance with policies and procedures.
- Prepare and provide monthly commercial reports and forecasts as required, using Group formats and processes and review those reports. Submit consolidated reports as and when required.
- Prepare and maintain detailed undermeasure/overmeasure records for use in monthly internal reports or End Forecasts.
- Be at the Project Site to understand the complexities and problems on site with a view to providing any relief or assistance as may be required from a commercial perspective.
- Initiate and draft appropriate commercial correspondence for the Project Manager and Subcontracts Administration Manager and review prior to issue all Project correspondence to Subcontractors for commercial efficacy. Prepare timely Notices or particulars in relation to any Notice or particulars required by Subcontracts in compliance with their terms.
- Identify, prepare and submit detailed particulars on a timely basis of any Project new work items, unit rates, escalation or prolongation costs or if prepared by others or by Subcontractors review and approve prior to submission
- Prepare Project cost/value Forecast updates on a quarterly basis or as required.
- Maintain and monitor positive Project cashflow insofar as commercially possible. Alert to likely negative cashflow.
- Assist the Project Manager in identifying Project Risks and Opportunity, update monthly the Project Risk and Opportunity Register to be included in Project monthly reports.
- Facilitate, review and present material waste reports to the Project Manager.
- Expedite close out of Subcontract final accounts.
- Prepare detailed data or explanatory notes on Project commercial issues or disputes for the, with recommendations for review and resolution.
- Identify Project critical path procurement and ensure Subcontracts and any other major orders are placed in time to achieve Project performance requirements.
- Liaise with all Subcontractors and ensure back to back commercial processes exist in terms of payment applications, Variations and Final Measure relative to Main Contract. Validate Subcontractor claims, assess contractual compliance, entitlement and quantum.
- Validate final accounts and close-out.
- Review and validate all Subcontract payment certificates prepared by others.
- Ensure monthly Subcontract cost liability schedule to Subcontracts Administration Manager and Accounts within stipulated time frame.
- Attend regular progress meetings with the Subcontractors or Suppliers and action any commercial issues that may arise.
- Delegate any of the above tasks to Quantity Surveyors on the Project without relief of responsibility for ensuring tasks are achieved effectively.

Requirements

- Formal Construction Qualification with min 10 years relevant experience.
- Middle East experience desired.
- Experience with FIDIC modeled and bespoke conditions of contract.
