Employment: Full Time

We are currrently looking for a Senior Risk (Project) Manager for our infrastructure project in Doha, Qatar to provide overall direction to and management of the discipline of risk management to fulfill the contractual commitments. Supports the delivery of regular progress reports with regard to issues, risks, opportunities and lessons learned. Where required evaluates options from a risk perspective and supports decision making. Most importantly the Risk Manager represents the clients interests and proactively responds to client requirements.

- Manage the delivery of risk management across the program.
- Implement risk management across the project life cycle including design, procurement, construction, testing &commissioning and handover processes.
- Review and comment on the Parsons risk management overview, policy, plan, processes, procedures and templates developed for Lusail as directed.
- Review and comment on the risk registers produced by Parsons project managers in terms of: their coverage of the project life cycle, the clarity of the causes, descriptions and impacts, the impacts and probabilities assigned to the risks and in particular whether the response actions are SMART (Specific, Measurable, Achievable, Realistic and Timebound). Assess whether the responses will remove the risks fully or in part and what additional actions are required. Recommend risk response actions as required.
- Facilitate risk management workshops and meetings. Ensure appropriate external stakeholders are in attendance.
- Proactively support the PMCM Project Managers in maintaining individual risk registers and driving responses to key risks. Review on a regular cycle to determine whether the planned actions have been implemented (in part or in full) by the due dates. Press the packages to prepare and implement risk responses.
- Deploy risk management to support decision making.
- When appropriate undertake a context analysis prior to risk workshops/meetings for each project phase to understand for example, the project objectives, the project scope, project organization, lessons learned from past projects, the regulatory regime, approvals process, supply chain management, contracting strategy, risk transfer, external stakeholders, the likely gateway review process (if employed), project constraints, critical success factors, interim milestones and assumptions.
- Facilitate a high degree of engagement with key package team members to regularly review the status of the risk register and support both the development and specifically the implementation of risk response actions.
- Establish the interface between risk management and the other project disciplines.
- Work with the project teams to identify internal and external stakeholders and how their requirements will affect the package outcome.
- Maintain a site wide risk register and contribute to the identification and management of program-wide risks
- Make presentations to the package teams, the zone, the client or stakeholders as required.
- Support the preparation of weekly, bi-weekly and or monthly risk management reports as required.
- Assist in establishing and maintaining a risk management culture within the program through the development and delivery of training presentations to packages and zones to improve risk management awareness.
- Support the development of the risk section of the UPMP.
- Support embedding risk management throughout the program with particular emphasis on ensuring issues and risk response actions are implemented.
- Support the use of risk management as a pro-active, forward looking added value discipline to support project management.
- Manage the risk management team so that their objectives, role and responsibilities are clear and well understood.

Requirements

An engineering degree or related technical field. 15 years of total work experience in large-scale development projects is required. 10 years full time risk management experience. Professional registration and risk management qualification preferred.

Incumbent must have a broad general construction background.

Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of risk management practices required.

Must be comfortable with and competent in making presentations and leading meetings at Director and Senior Management level within client organisations. Incumbent must be conversant with where risk management adds value and contributes to successful package, project and program delivery
