Job Description Our client, the worlds largest publicly traded international oil and gas company, is currently seeking to recruit a Data Analyst Supervisor Talent Management You will be directly reporting Learning & Development Manager

This position will be based in Dubai. You will work with 4 colleagues based in Basra-Iraq where the project is located.

JOB PURPOSE: To manage and lead the analytics section for Learning and Talent Management activities across the WQ1 project. Role is based within the Learning and Development team. Position is expected to provide leadership support and sustain the Learning Management System (LMS) and manage the analytics function (measurement, evaluation, and analysis) of employee performance through learning and development activities.

Incumbent is expected to lead and influence the organization through their IT and analytical skills.
- Ability to deliver results and work within a virtual team are key to achieving business outcomes. Bi-lingual competence is critical to success as all data in IT systems are both in English and Arabic.
- Drive alignment and interface with internal business clients in analysis and reporting of talent management activities
- Provide IT Leadership ability to manage and operate IT systems/databases
- Provide reports and presentations to Senior Management on impact of learning investments in workforce performance
- Interface effectively with Learning and Development Advisors to ensure a business line focused approach in data analysis and reporting
- Lead process improvement opportunities to streamline end user experience and engagement
- Manage 3rd party interface with vendors/suppliers of required IT infrastructure
- Share and transfer knowledge to effectively build competency with Iraqi counterparts and team members.

KEY RESPONSIBILITIES:
- Data Analysis and IT Systems Maintenance
- Interface with LMS vendor to maintain systems integrity and quality
- Interface with Senior Managers and L&D Advisors on reporting and talent analytics
- Work closely with Managers to ensure analytics support business processes
- Prepare monthly, quarterly, and annual metrics/scorecard for organization
- Manage weekly summary and work plans for team
- Consultation and Advisory support
- First point of contact for IT system operations, maintenance and vendor management
- Lead strategy development and implementation for client reporting needs
- Interface with Finance department to align investments and outcomes to Learning and Talent analytics
- Ability to develop and present written and analytical reports to Senior Managers and Government Stakeholders
- Report and steward progress with Manager on gap closure for compliance issues
- Planning and Budget Support
- Develop and steward annual budget for systems upgrades, enhancements, etc.

Requirements

- Minimum of Bachelors Degree (preferred in areas of either IT, HR, Business)
- Strong IT and project management skills
- Bi-lingual, Arabic Speaker
- Demonstrated ability in contract and vendor management
- Proven track record in working and managing data base environments
- Strong understanding of Excel and SharePoint environments
- Background in the areas of IT, HR and Analytics
- Understanding of learning/talent evaluation and assessment
