Our Client, is a large diversified international contracting organization, established more 50 years ago

In the early 1970`s the company further expanded operations in Saudi Arabia, UAE, North Africa and Mediterranean area.

Originating in Greece their construction consisted of major ports and other important marine works.

Reporting to the Regional Director and Quality Director you will assist and advise in the provision of Project Needs

Key responsibilities of the role are as follows:
- Project quality documentation (i.e. Project Quality Plan, Inspection & Test Plans and Project Specific Procedures and the like)
- Internal and technical compliance audits and close out / action of issues and nonconformities
- Quality dept. staff (QC Engineers, QC Inspectors, Document Controllers, etc. including any specific certifications requirements)
- Measuring & testing equipment (and any associated tools)
- Service 3rd Party Testing/Inspection Companies
- Monitor and report the effectiveness of the Project Integrated Management System with focus to Quality Management System part, across his Region (including analyses and evaluation of the effectiveness of the corrective and preventive actions undertaken to address occurrences of non-conformance) through Site Visits, review of Project Quality Reports and formal Internal Audits, including review of the application of Company Policies and Procedures applicable at Regional and/or Project level, and report open, pending and recurring issues to the Quality Department Manager at Corporate level.
- Prepare the quality documentation related to Tenders, including the review of tender documents for compliance with tender quality requirements.
- Develop and keep up-to-date, the Regional Quality Audit Schedule and undertake periodic audits of the Projects and Regional Departments and report findings to the Quality Department Manager at Corporate level.
- Attend meetings with the Employer Quality Representative as necessary and building and maintaining positive Employer relationships.
- Advise the Quality Department Manager of improvements / changes needed to improve the effectiveness of the Company Integrated Management System (IMS)
- Maintain and update in the Regional Quality Department data base, by including information and records received from Projects.
- Perform any other related duties as assigned by Regional Manager and Quality Department Manager.

Provide support and guidance regarding the induction and training regarding the application of the Company Integrated Management System (IMS) to
- The Project QC Manager and the project quality team
- Project Management staff at project level
- Regional Dept. Managers at regional level

Requirements

- B.Sc. in Civil Engineering with emphasis on Engineering, Procurement and Construction
- Min. 15 years of experience in construction industry and at least 10 years of which as Project Quality Control (QC) Manager and 5 years as Quality Assurance (QA) Manager
- Excellent knowledge of quality management standards and tools
- Experience in performing Audits (both system audits and technical compliance audits)
- Experience in performing QC activities including inspection of site works
- Experience is applying good and sound engineering judgment to resolve quality (technical and engineering) issues and problems
- Sound analytical skills for the proper interpretation of results arising from inspections and tests
- Lead and direct the Project Quality Control Managers to perform their QC activities including inspections of various disciplines, testing and reporting
- Working knowledge of Codes and Standards EN, BS, ASTM, ACI, ASME, API, etc.
- Experience in the application of ISO 9001 quality management system standard to the construction industry.
- Formal auditor training, i.e. Auditor / Lead Auditor
- Ability to prepare Project Quality Management System documentation (ex. Quality Plans, ITPs, Procedures, etc.), Reports and to implement efficiently the company Quality Management System
- Excellent command of English Language
- Computer literate in Microsoft Office applications
- Proven analytical, planning and organizing skills
- Proven leadership skills
- Exceptional communication skills and ability to relate to various nationalities in a multi-cultural environment
- Laboratory management and/or materials testing experience according to ISO 17025
- Experience in the application of quality systems standards to the construction industry, i.e. ISO/TS 29001 (Oil & Gas), ISO 9004 (Quality Management Approach), ISO 19011 (Auditing Management Systems), etc.
- Proven working experience on large EPC Projects in Gulf Countries (UAE, Qatar, Oman, etc.), including experience in the development of quality processes for Engineering, Procurement, and Construction on Companies, such as ADNOC, Qatar Petroleum, Shell, BP, Exxon-Mobil EPC projects, etc. Additional experience in rail / metro infrastructure projects would be considered an asset.
- Prior experience in Oil & Gas Industry Projects
- Prior experience in the marine construction industry, including a general knowledge and understanding the applicable codes and standards, incl. diving, marine vessels, etc.
