The Role

The Application Development Leader will lead a team of internal and external software developers, project managers, business analysts and project architects in the development of solutions for the development platform. This includes the management of all aspects of the software development process to ensure business and product objectives are met. The development manager is responsible for providing administrative, technical, functional, process, financial and people leadership for a diverse team. This leadership role is responsible for coaching and guide teams and team members to enable the entire team’s success. Work closely with the business to set the platforms applications strategy, priorities and budget and report status against those objectives.

Roles and Responsibilities
•Lead a team of PMs, Project Architects and Business Analysts to achieve planned results
•Manage the team – reward top performers, address low performers, pro-actively work on succession plans for team members moving / leaving
•Support all team members with day-to-day issues: project roadblocks, process, financials, HR, interactions with other IT/business teams, etc.
•Work with Suppliers to engage and utilize the right talent to support the teams assignments and objectives
•Ensure that work being performed adheres to standards including Agile/Scrum/Waterfall standards, quality, communication, documentation standards, and other benchmarks
•Ensure that overall application development efforts are moving forward at the proper pace, and that issues, challenges, and problems are being resolved
•Planning, scheduling, prioritizing and managing assignments for team members
•Manage the team in a manner that consistently delivers high quality work products on-time and on-budget that meet the business requirements
•Manage change
•Establish and track metrics related to key performance objectives
•Stay current with technology and industry best practices to ensure that skill set/knowledge base remains broad and current
•Evaluate performance on a quarterly basis and recommend training where required
•Forecasting resourcing & staffing needs and effectively utilizing all available resources
•Establish and maintain a positive relationship with the business customers
•Regular reporting of project status to the business, including:
-Schedule progress
-Development progress
-Risks/Issues
•Support PMs/Business partners throughout the funding approval process
•Meet financial forecasts, AR and budget commitments
•Secure relevant information and identify key issues and relationships to resolve difficult problems cross functionally

Basic Required

•3+ years of work with the full-lifecycle application development process in a role of an application developer, development manager, or project manager
•Bachelor of Science degree in Information Systems, Computer Science, or related technical degree
•Technical and platform experience including some or all of the following: Java, Oracle, XML, HTML, CSS, TCP/IP, HTTP
•Experience with SOA and Web Service stacks, standards, products, and technologies.
•Experienced in following industry-proven software engineering practices such as SEI CMMI
•Experience with Object-Oriented Analysis and Design (OOAD)
•Good understanding of the software development life cycle and various development methodologies (e.g., waterfall, agile)
•A basic understanding of the telematics systems and in-vehicle electronics
•Demonstrated use and knowledge of various quality programs/standards
•Ability to travel

Basic Preferred
•Advanced degree in Information Systems, Computer Science, or related field
•Experience in developing automotive/vehicle telematics server application, multimedia application and telematics gateway following industry standard
•Knowledge of mobile and wireless computing architectures
•Experience developing and delivering highly available and complex systems
•Fluent in both English and Arabic with the ability to speak and write in both languages
•Experience with working in the Middle East
