The position of Assistant Executive Director, Business Development was established in 2006 to assist with the decentralization process at Hamad Medical Corporation, the future planning for Hamad Medical City, and to support the mission, vision, and values of Hamad Medical Corporation (HMC). Managerially accountable to the Hospital Executive Director this role is responsible for monitoring and improving hospital performance, modernization and service improvement, co-coordinating the annual budget process, and assisting in the development of the overall site Facilities Master Plan.

All hospitals within HMC are JCI accredited. The position of Assistant Executive Director Business Development is an evolving post and the duties and responsibilities may change as the posts develop according to service needs. The post holder will be expected to participate in the Hospital on call rotation.

Responsibilities:

Performance Management:
- Manage performance within the hospital ensuring achievement of agreed Key Performance Indicators, completion of Performance Books, and take corrective action when performance falls below target.
- Gather, analyze and use information to make service changes to enhance performance, including monitor hospital activity and reporting trends.
- In conjunction with the Executive Team, improve overall JCI compliance and performance.
- In conjunction with the Executive Director monitor, report and trend QPS.
- Monitor monthly financial performance.

Planning and Finance:
- Working with the Department of Strategic Planning, develop long-term objectives that are turned into effective and affordable service development plans that link into the Corporate Plan, Clinical Services Plan and Facilities Master Plan for HMC.
- In conjunction with the Management Team, develop Business Cases for consideration that have agreement from key stakeholders, are fully appraised, and offer a range of options. Ensure approved Business Cases are delivered to time and within budget.
- Be responsible for securing the correct budget for capital, manpower and expenses annually, and for approved in year developments.

Operational:
- Provide leadership and manage staff within designated areas.
- In conjunction with the Management Team follow through and complete the Long Term Operation Plan (LTOP) priority projects.
- Act as a change agent and role model to ensure the culture of continuous improvement is embedded into departments.
- Work with the Departments of Strategic Planning and Information to ensure the rollout of the IT strategy.

Budget / Finance:
- The post holder is responsible for contributing to the operational and capital budget preparation and compliance of assigned departments.
- The post holder will follow the approved policies and procedures for spending authority

Requirements

- Bachelors Degree in Business Administration or healthcare admin, finance or equivalent for related discipline. Preferred: Higher degree Professional/Health/IT/Finance Qualification
- Significant Public/Private industry experience including Working at Senior Management level.
- Leading change projects.
- Working knowledge of modernization/service improvement.
- Managing complex financial arrangements including budget setting.
- Preferred: Acute Hospital environment
