Job Summary:
Responsible for timely and accurate cost estimation and benchmarking of projects based on standards
Roles and Responsibilities:

Cost Estimation:
Spearhead the coordination with relevant departments to ensure adequate levels of support are provided at all stages of projects, including:
Commercial review, analysis and cost benchmarking of Tenders, providing detailed feedback on findings of commercial analysis and highlighting any potential areas for negotiation such as abnormal rates, variances with the PTE etc.
Implement commercial reviews & cost benchmarking of variations, Work Orders etc.
Provide Cost Analyses and Commercial Recommendations on Claims.
Support project feasibility assessment through provision of Cost Estimates, in coordination with Development & Portfolio Management department.
Support & assist project managers and Project Control in initial and detailed budget preparation.
Assist in the negotiation of Tenders, VO, Claims etc. to justify benchmark rates, demonstrate methodology and accuracy of any star rate build-ups, demonstrate and justify commercial evaluation of claims etc.
Design, develop and maintain a structured database of all Infra/Building/MEP Contractor and sub-contractor rates for ensuring accuracy, consistency and traceability of information used by the team.
Ensure database entries are accurate, up to date for comparison.
Build-up new rates from first principals (labour, plant, materials) as and when required and record in the database for future reference by the team.
Record and perform cost benchmarking and analysis of proposed Daywork rates from Contractors and Suppliers for all major Labour, Materials and Equipment
Develop contact list of contractors and suppliers for the purposes of pricing enquiries to obtain current market rates as and when required.
Contact suppliers and contractors on a regular basis to provide up-to-date pricing figures.
Collaborate with the Contract Management team to monitor and review data compiled in the projects contracts database, including contract values and variation orders.
Coordinate with project teams, Operations departments to review sizeable variation orders and update database accordingly, identify cost, budget and schedule impact of proposed changes and communicate to relevant team to incorporate changes in the plan.
Maintain and monitor a detailed log of all submissions to the CE&B department indicating claimed value, recommended value, current review status, timeline, responsible team member etc.

Requirements

Capabilities / Skills:

Business capabilities:
7+ minimum years of experience in large scale real estate projects focusing on cost estimation and control
Excellent understanding of site-based aspects of construction projects
Excellent understanding of construction costs, cost estimation techniques and rate analysis.
IT proficient, with extensive experience working with Excel, Database and Estimating Software
Interpersonal skills:
Exceptional organizational skills and attention to detail
Exceptional analytical, problem solving and decision making skills
Strong communication and interpersonal skills
Strong negotiation skills.
Ability to work under pressure and achieve tight deadlines

Key Performance Indicators:
Accuracy of cost estimates (actual project cost vs. estimate, number of discrepancies between vendor quotations and database)
Cost benchmarking turnaround time
Regular updates from supplier and database from existing contracts
Project Manager satisfaction level (NPS or equivalent)

Qualifications:
Bachelor degree in Engineering or equivalent with experience in construction cost estimation
