The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $120B for infrastructure and road projects by 2018. Our client seeks to support Qatar’s National Development Strategy 2011-2016, the FIFA World Cup 2022 event and fulfil Qatar’s National Vision 2030. To support this substantial growth, our client; the public works authority; has created a number of senior management expatriate postings for urgent commencement. With long term prospects providing stability and career development, our employer is looking to recruit an experienced Balanced Scorecard Specialist to their team to add value in an advisory capacity.

Your responsibilities in the role will include to:

• Support implementation of Strategy Management & the Balanced Scorecard (BSC) across the firm.
• Establish key relationships with business lines, and develop their strategy management processes.
• Assist Departments with development of strategy maps, objectives, KPIs, targets and initiatives.
• Analyze effectiveness of the BSC process & provide recommendations for improvement.
• Support optimization of Strategy Management & Balanced Scorecard process.
• Support awareness training of BSC through communication, trainings, briefings, etc.
• Support awareness training of the firm’s Strategy through communication, trainings, briefings, etc.
• Implement and optimize risk management processes integrated with strategy management across the organization.
• Establish and manage comprehensive KPIs that provide effective view of performance throughout.
• Monitor the KPIs to ensure their relevance and usefulness.
• Support performance reporting processes.
• Support preparation and facilitation of the regular BSC performance reviews.
• Provide insight for quarterly BSC performance reviews, support the review process itself and the review follow-up actions.
• Conduct research on industry measurement standards, benchmarking and Best Practice.
• Support the Initiative management and prioritization processes.
• Support the execution and project / programme management of the full strategy initiative portfolio.
• Support the development, administration and use of Strategy Management Information Systems.
• Support the integration of process and quality methods with BSC.

Requirements

Essential attributes include:

• Degree qualification in Commerce or comparable with Master’s Degree from a recognized institution being highly regarded.
• A minimum of 15| years’ experience with a minimum of 5 years’ experience in corporate strategy and scorecard driven environments. 3 years’ experience with Balanced Scorecard is essential reflecting solid knowledge and implementation of Balanced Scorecard principles.
• Experience in Government and GCC being highly desirable.
• Experience with a variety of other strategy management approaches and methodologies is advantageous.
• Experience with Risk Management methodologies such as ISO 31000 and quality / continuous improvement methodologies such as Six Sigma is advantageous.
• Proficiency with Data Analysis and BI software
• Exposure to Balanced Scorecard software required.
• Arabic language fluency is desirable.
