The Role


The Billing Manager will be responsible for managing vendor related direct cost tracking and auditing functions for services rendered by other telecommunications service providers and telecommunications support service vendors against contractual and tariff agreements. The Billing Manager will manage procedures for on-going billing and maintenance processes. Overall responsibility will include Vendor Management and Inter-carrier Compensation & also responsible for Staff Management of Billing group, achieve best from his staff, knowledge transfer program required to local staff.

Major Duties:
• Ensure daily auditing of rates, quantity, and type of charge against contracts and tariffs for all monthly recurring, usage, and one time charges.
• Responsible for timely and accurate audit and billing disputes and release of all telecommunications and support services invoices for prompt payment.
• Responsible for developing and maintaining a dispute management and escalation process including the filing disputes when billing errors are identified and tracking disputes through resolution within specified time period. Responsible for tracking/reporting of disputes as well as escalation to Regulatory when warranted.
• Monitor and report on the financial performance of various telecommunications services related vendors as it relates to contract rates and budgeted cost models.
• Responsible for managing the vendor relations liaison function as it pertains to third party vendors supporting the telecommunications services billing functions.
• Responsible for managing day-to-day relationships with telecommunications services providers as it relates to inter-carrier compensation related services.
• Tracking/reporting of disputes as well as escalation to Regulatory when warranted.
• Maintaining interstate and intrastate tariffs.
• Act as subject matter expert for industry and regulatory affairs associated with inter-carrier compensation and support internal and external customers in the analysis and establishment of business rules and procedures.
• Adopt the ITIL /eTOM Standards for managing the Billing network & ensure the knowledge is passed to the staff through documentation, & regular seminars on these standards.
• Ensure the network architecture is resilience & the Nodes are all up to date with necessary firm-wares update, & patches to the servers & conduct frequent auditing on the spare parts & ensure that the billing infrastructure is ready for any incidents.
• Ensure the network has the necessary backups according to the known standards.

Other Duties & responsibilities:
• Budgeting: provide necessary support to budgeting teams to calculate accurate budget for Billing group in terms of Equipment, Tools, Engineering services & Trainings requirements.
• Convey Necessary meetings within the group and/or with other groups upon need.
• Any other tasks assigned by the direct manager/supervisor.

KNOWLEDGE AND SKILL REQUIREMENTS:

• 10+ years of telecommunications billing and access cost management functions, operations and general management experience.
• Strong understanding of telecommunications networks and GSM Mobile operations.
• Well-developed understanding of telecom business, operational, and regulatory processes including wire-land & wireless operators.
• Detailed level understanding of the billing process and interstate and intrastate switched access billing formats, business rules and tariffs.
• Strong financial analysis skills.
• Ideal educational background is finance/accounting undergraduate degree or extensive telecom operations experience.
• Proven ability to successfully build working relationships with internal and external customers and suppliers. Must demonstrate process oriented and focused leadership.

WORK EXPERIENCE REQUIREMENTS:

• His references should be clear & has some experience in the Middle East.
• 10+ years telecommunications industry experience in a related position.
• A person with an above average ability to perform analysis and to accurately address/dissect detailed, complex financial issues.
• Proven ability to work in an entrepreneurial environment.
• Has passion for the efficient business operations, coupled with a deep understanding of the telecommunications industry

EDUCATION REQUIREMENTS:

• Engineering or Computer Science university degree or equivalent, Master in Business Administration in telecom would be a plus.

Asiacell, the first mobile telecommunications company in Iraq, was established in the city of Suleimaniah in 1999, Thus, with the company’s entry into an already quite advanced and competitive global market, it was ushering in a new era of telecommunications throughout the nation, while laying the groundwork for others to follow, In summary, it was the pioneer of mobile telecommunications in Iraq.

Asiacell was launched at a particularly difficult time in the country’s history, since Iraq’s economy was in shambles due to years of economic sanctions imposed upon it, Yet despite this uphill battle, Asiacell pushed forward with its first commercial operations in 2000, and against all odds, was able to persevere.

In October 2003, Asiacell was granted a two-year GSM license for the seven northern provinces of Iraq, catering in the process to a wider client base who collectively shared a need for a quality mobile network, The license was extended in 2005 to cover the entirety of the Iraqi Republic, Consequently, today it is the only telecom network to provide coverage nationwide.

In August 2007, Asiacell bid and won a 15-year national license, becoming the GSM telecom operator with the largest long-term network coverage in the country, The company's breakthrough successes have naturally led to its expansion and growth over a network that is touted as one of the most groundbreaking accomplishments in the history of Iraq.
