CH2M HILL Bus Program Manager - Riyadh KSA, Saudi Arabia

Job Purpose

The city of Riyadh in the Kingdom of Saudi Arabia is embarking on the delivery of a $35bn public transport program which is due to be completed by 2018. This is probably the biggest and most ambitious program of its kind in the world.
The Arriyadh Development Authority (ADA) has appointed CH2MHill to provide program management services for the Riyadh Public Transport Program through a Program Management Office (PMO). The integrated ADA PMO team has been established to help fulfil the client's role in the delivery of the Program which includes a 6 line Metro Project ($23bn), a city-wide Bus Program (c$5bn) and all of the associated institutional arrangements required to operate a major public transport network.
The ADA as the client is responsible for ensuring that the public transport vision is delivered and that the overall Program objectives are achieved.
The ADA PMO is responsible for overseeing the Program and for ensuring that the different components are planned, coordinated and properly integrated.
The delivery of the Program is being managed by two Project and Construction Management Consultants for the Metro and a series of project managers for the Bus Program. These consultants will have primary responsibility for managing the contractors and suppliers and for ensuring that the component project objectives are met.
The Bus Program has 3 main components:
Infrastructure - nearly 90 km of new bus rapid transit routeway in Riyadh with associated stations, stops, terminals and footbridges. Over 300km of new community bus routes and 1,500 air conditioned bus stops;
The Integrated Transport Systems (ITS) through the provision of the Automated Vehicle Management systems, Automated Fare Collection systems and central clearing house and associated communications infrastructure;
The supply, operation and maintenance of a fleet of over 1,000 buses with depots, staff accommodation and facilities management.

The ADA is now looking for a Program Manager to lead the delivery of the Bus Program. They would work alongside a senior member of the ADA's organisation as shown on the outline organisation chart.
This is a strategic role on a major infrastructure program and for the right candidate this will provide an opportunity to operate at the heart of the Program and with the Executive of the ADA.

Responsibilities
The Bus Program Manager would report to the ADA's Head of Transport Planning and the main responsibilities of the role are:
Maintain the vision and program objectives and provide assurance to the ADA Executive that these will be achieved.
Ensure that the program is properly defined, planned, resourced, managed and controlled.
Maintain ownership of the overall design requirements for the Bus network.
Define and implement the program governance, decision-making and approval processes.
Ensure that the necessary stakeholder management arrangements are implemented.
Ensure that the interfaces with the Metro Project are properly defined and managed.
Act as the Client to the 3 project and construction management companies who will be overseeing the construction of infrastructure works, and the detailed design and installation of the ITS, and procurement, operation and maintenance of the buses.
Ensure that there is an integrated Program Management Plan that guides the contributions of all the parties involved in the Program.
Ensure that the 3 main workstreams are properly coordinated to meet the Client's requirements for a fully integrated bus network.
Ensure that the appropriate program management processes are implemented.
Manage a project office in providing the integrated planning and reporting functions as well as cost and change management, risk and issue management.
Manage the contract administration function primarily focused on the project management contracts but also in relation to the approval of the main supplier invoices.
Support the Head of Transport Planning in preparing

Requirements

Basic Qualifications

Qualifications
At least 25 years of post-qualification experience.
At least 10 years in a senior program management role.
International experience of the delivery of major urban transportation or infrastructure programs as part of the client or program management team.
Management and administration of major consultancy/project and construction management contracts and design, manufacture and installation contracts.
Experience of working in the Middle East and KSA (preferred).
