Job description / Role

Employment: Full Time

Job Objective:
Oversee the development and maintenance of the assigned IT applications, as per the approved technical specifications and assigned budgets and deadlines, to ensure that the applications are functioning well and meeting business requirements.

Key Responsibilities and Accountabilities
• Oversee the research into business requirements and technical specifications and gather requirements for the application development/ enhancement tasks and provide feedback with regards to their optimization, if any, to VP IT.
• Identify opportunities for continuous improvement of IT systems, processes, and practices while taking into account international best practices, improvement of business processes, cost reduction, and productivity improvement
• Oversee the application maintenance and enhancement initiatives, and ensure maintenance and enhancements are carried out within the said timeframes.
• Oversee the development, upgrading, enhancements, maintenance of applications and provide availability of functionality and content for said applications as per the given technical requirements.
• Collate and analyze customization of reports based on user needs and extract data for ad-hoc reports not available in standard functionality, as provided by the team. Develop reports for the VP IT based on said information.
• Analyze and identify areas for potential automation via software applications
• Oversee all application quality testing and debugging activities and resolves specific user problems where needed.
• Lead application testing efforts to ensure that all relative tests are conducted thoroughly as well as resolve any issues identified during the testing phase.
• May supervise 3rd party service provides in development of specific applications and/or application functionality as assigned by the VP IT.
• Coordinate with various application vendors for new licenses, annual maintenance agreements, renewals, upgrades, bug fixing and issue escalations.
• Review and recommend on the feasibility of new technological platforms, evaluate and negotiate with potential service providers and partners in order to ensure Qatar Cool remains relevant and competitive in the marketplace.
• Oversee the general IT support (i.e. development of policies and procedures, budget input, monthly reports and technical support) to employees when required and coordinate with rest of IT team to ensure timely delivery of IT support.

Requirements

Qualifications:
Degree in Computer Systems or related field
Post Graduate Degree will be an added advantage
Certification desirable in Oracle and Microsoft technologies or any development platform (e.g. .NET, Oracle,), Project management.

Experience:
Minimum 7 years of relevant experience.

Job-Specific Skills:
Relevant IT project management certificates are preferred.
Strong interpersonal skills and ability to work with all level of employees
Experience in business applications, databases, software development life cycle and administration work.
Knowledge of Business Process Automation
Team leadership and overall managerial skills

About the Company

Qatar District Cooling Company, known as Qatar Cool, is a private sector joint venture company owned 51% by United Development Company (UDC), 44% by National District Cooling Company (Tabreed) and 5% by other private Qatari investors. Qatar Cool’s aim is to provide efficient district cooling solutions and services for commercial and residential projects in Qatar. Their district cooling operations in the West Bay area of Doha – consisting of two plants covering 10 square kilometres – is currently supplying over 67,000 refrigerating tons of cooling, serving more than 45 towers used for residential, commercial and recreational purposes. The capacity of both plants is enough to supply about two million square meters of air conditioned area. Qatar Cool is also commissioned to provide district cooling for the Pearl Qatar. District Cooling is an important feature in the Pearl's advanced infrastructure. It will be available through the island with a requirement of 130,000 tons of refrigeration when fully occupied. To supply this demand, construction of Qatar Cool district cooling on the island has already begun and will be operational in phases.
