Business Manager - Jeddah, Saudi Arabia

The Program Business Manager (PBM) is responsible for leading, organizing, analyzing, and implementing processes for business operations and fiscal activities. Leads the development, communication and implementation of standardized processes, procedures, reports, and training programs consistent with CH2M HILLs process for the Government Facilities & Infrastructure Business group; serves as the lead program services representative; and manages virtual multi-faceted and multi-cultural teams to proactively identify, evaluate, correct deficiencies and mitigate risks.

Job Responsibilites/Accountabilites
- Joint Venture and Program Financial Manager, responsible for accounting systems, invoicing, and preparation of all required financial reporting including P&L, balance sheet, cash flow, capital needs / distributions, etc.
- Organizes, analyzes, and implements program processes for Business Operations, Mobilization and Program Management
- Coordinates the home office reach back for the JV.
- Responsible for the Programs overall prime contract management
- Acts as the primary point of contact to the Owners Contracting Officer.
- Leads and conducts Program/Project reviews across functional groups
- Develops and communicates standardized processes, procedures, reports, and training programs consistent with CH2M HILLs process for the Facilities & Urban Environment Business Group
- Leads teams in the identification of risk elements, mitigation strategies and opportunities
- Will serve as the Logistics Manager for all site operations
- Supervise financial and accounting staff. Lead in the development of PMC budgets and support the Program manager with all financial performance of the PMC.
- Assists in development of annual business and tactical action plans; international forecasting processes, including consolidation of program financial information and quarterly forecasting
- Ensures task order proposals adequately address government requirements for specific projects
- Coordinates a master schedule of pursuit and project efforts for resource management
- Coordinates information flow to obtain Bid Performance Bonds and assists with contracting T&C
- Assists with management reporting, preparing senior management presentations, and PMC Team requirements
- Assists with the year-round financial analysis related to both actual and planned financials, variance analyses, and various reporting requirements
- Will coordinate internal/external audits
- Assists the Program director with day-to-day operation and problem solving for Program issues
- Coordinates with all international partners and business groups to collect and analyze data in a timely efficient manner
- Assists Consortium management, preparing necessary reports and information
- Acts as liaison for ABP questions, comments, and requests regarding guidelines, templates, process, schedule, and expected outcomes
- Manages coordination of proposal documentation and archiving associated with government issues
- Interfaces with other PMC members and international theater personnel for consistency in reporting
- Manages multiple deadlines and continually juggles changing priorities
- Develops and delivers financial and business training for field staff
- Manages monitoring of EAC of projects and programs
- Advocate for government compliance and assesses projects and programs for compliance
- Will be responsible for ensuring that all Consortium and JV business, regulatory, and task requirements are satisfied

Requirements

- Demonstrated experience in a similar role in a challenging environment
- Hands on business management, finance & accounting and contracts management
- Degree in Business Management / Finance with supplemental studies leading to the Degree in Masters in Business Administration / Finance or similar industry.
- At least 15 years experience
