Allen & York are recruiting a Chief Accountant - Head of General Ledger for a large Saudi Holding providing high end services contracting services in engineering and construction to the Oil & Gas industry (mainly), Reporting to the CFO, he'll be part of the overall reorganization of the Group. Job Summary
The job is primary a senior role with staff leadership responsibility involving a team of up to 10 accountants in the near future, (currently 4). Leadership skills and character strength for this role at this stage of the company's development path plays a crucial role.
This role requires a keen sense of self organization, dedication and tenacity. The road ahead is rough, and therefore relies on solid core knowledge of the all aspects of the accounting function following internationally known accounting standards preferably Saudi GAAP
The selected candidate will require an entrepreneurial spirit and will receive the countless of opportunities to mark his territory with key process and control related improvements.
This position requires a long term commitment

Main Duties / Responsibilities
1. Should master the full spectrum of financial and cost accounting functions from receivables,
payables, inventory, fixed assets, banking, general ledger, and liquidity management.
2. Responsible for the all debit and credit activity of the company.
3. Responsible for the production of a full set of accounts, both management accounts and audited, and to ensure timely reporting and closing.
4. Follow-up on cost tracking, monitoring and controlling the correct allocation and proper recognition thereto.
5. Consolidate all liquidity positions, project budgets and forecasts working closely with operations and project managers and project-in-charge and contracting.
6. Analyze margins, variances to forecast and to baseline budgets.
7. Suggest means to optimize cost where relevant.
8. Develop and maintain internal controls and concrete document management.
9. Coordinate proper referencing of financial, accounting, and banking documents with the Document Controlling Department.
10. Maintain and further develop / suggest improvements to ERP functionalities affecting the accounting and financial streamlining of the overall process.
11. Identify and setup intercompany transactions in accordance following the Arms Length Principle
12. Setup a transfer pricing policy.
13. Setup a corporate budget preparation policy in tight teamwork with the FP&A business controller and the CFO.
14. In-charge to coordinate with external auditors for all sparring and audit deliverables ensuring the bridge between audited and management accounts is always updated.
15. Setup early warning systems on cost overruns along with cost sensitivity on projects and other elements of risk where needed.
16. Understand and fully integrate all insurance files into accounts
17. Restructure the accruals for the company
18. Analyze cash flows in tight teamwork with the treasury supervisor.
19. Ad-hoc tasks required by Management

Supervisory Responsibilities
This role involves leading a team of currently 4 dedicated accountants from Egypt, Sudan, Philippines, with expectations to grow to 10 accounting and financial experts.
Cultural understanding is even more important that linguistic fluency in this particular case.

Requirements

REQUIREMENTS

Education Background
An MBA from an internationally recognized institution, recognized by its respective ministry of education and higher educational authorities.
Preferably a western education.
An ACCA qualification is preferable but not vital as long as the core educational path is finance and accounting based. The candidate should not only hold the ACCA, but should prove he has the right to exercise it publicly.
 
Work Experience
Min 10 years of accounting and financial accounting experience preferably from the oil & gas industry, and from an engineering contracting environment.
Experience from any highly ranked international audit firm is a major plus. Accounting audit background is vital for this role at this stage of the company's development.
 
Technicals Skills
Previous and up to date hands-on working knowledge and experience with any high ranking and internationally known ERP BI product such as SAP, Dynamics Nav, Oracle, IFS. having a working background relationship between accounts and project management.

CONDITIONS:
Position office based on the border of the Arabian Gulf in the Dammam area, resident status with 1 month paid holiday a year. 8 hours a day 6 worked days a week
1. Salary after qualifications.
2. Company provides accommodation according to Saudi Labor law during the trial period.
- After the trial period, if proven successful, the company may offer a housing allowance if the candidate wishes to find a place on his own, or not, if the candidate wishes to remain under the company's offered residence.
3. Company provides local transport according to Saudi labor law.
