The Role


The Chief Inspector is responsible for plant and equipment Inspection during commissioning, operation and maintenance in a large petro-chemical or refinery industry environment. The position takes the lead role in the development and implementation of Quality Assurance and inspection / NDT programs meeting applicable ASME / API Codes, developing efficient inspection work flow and tracking systems, and implementing effective reporting and data collection system.

• Responsible for the development, and implementation of the inspection and QA/QC program within the plant site in EBIC
• Develop inspection plan ensuring all pressure vessels,safety valves, boilers, process piping and storage tanks at the site are inspected meeting Codes requirement and process industry standards
• Identify the corrosion circuits, organize the site corrosion survey program and implement the corrosion and other metallurgical degradation mechanisms monitoring program related to the chemical industry. Prepares recommendation for preventative and corrective actions addressing corrosion and other degradation of plant equipment
• Ensures that all maintenance and capital projects are fabricated, installed and tested per approved Inspection and Test Plan (ITP) in accordance with Owner Quality Control Program, Corporate Project Standards, and applicable ASME or equivalent Standards.
• Develop and/or approves tailor made inspection and repair procedures for maintenance and contractors in consultation with in-house and external specialists
• Responsible for developing and interpreting Non Destructive Testing (NDT) procedures and ensuring effective NDT techniques are identified for each job as required.
• Take lead role in qualifying weld procedures and performance qualification tests meeting ASME requirements.
• Actively involved in contractor quality control manuals, auditing vendors, manufacturers and weld testing centers
• Implement and monitor the site Risk based Inspection (RBI) program and effective inspection frequencies
• Review and approve project QA/QC documents ensuring the project standards and document requirements are met

Requirements


• Higher knowledge in ASME Section VIII Div. 1 and 2, Section II, section IX, B31.3, B31.1, API, and NBIC
• Strongly preferred to have certification like API 510 Pressure Vessel Inspector, API 570 Piping Inspector, API 653 Storage Tank Inspector, Visual Welding Inspection to ASME B31.3, Sec. VIII and IX and ASNT in NDTs
• Good communication, written and presentation skills
• Bachelor of Science in Mechanical Engineering or Metallurgical Engineering is strongly preferred
• Must have a minimum of 10 years experience in petro-chemical / refinery industry with at least 4 years of direct field experience in NDTs, and welding inspection in an operating process industry
• Fluent in both English and Arabic language.
