Job description / Role

Employment: Full Time

City Utilities Sr. Manager is responsible for the coordination and the oversight of the various provided utility services within Lusail City both on temporary and permanent bases to make sure that all required utilities are available to developers on timely manners and. This includes the service that are/will be provided by the city and/or by governmental authorities This includes electricity, gas, water, DISTRICT COOLING, VACUUM WASTE AND WASTE WATER/STP, ICT, and Command and Control Centre).

Coordination and supervision of team members in the fields of gas network, district cooling and vacuum waste

Preparation of drafts for decisions to be approved by the upper management

Develop and follow up tasks for the team coordinating above mentioned utilities

Approval of design reviews of Gas Network, District Cooling, Vacuum Waste and Waste Water/STP

Preparation, performance and reports of team meetings

Coordination with relevant authorities/third parties

Progress monitoring of supply of utilities to Developments in collaboration with the City Admin Complex

Cooperate with Stakeholder Departments on rolling out education programs and materials that promote reductions in the consumption of utilities.

Develop a measurement methodology to determine waste stream volumes that compare and benchmark Stakeholder Departments and properties

Provide reports including analysis on all city utilities and associated costs, and make recommendations / strategies to meet mandated requirements

Ensure full compliance with Company business systems, including the Quality Management System (QMS), Occupational Health & Safety System (OH&S) and Environmental Management System (EMS).

Performs other responsibilities associated with this position as may be appropriate.

Requirements

Bachelors degree in Civil, Mechanical or Electrical Engineering from a recognized University

Minimum of 8 years experience in the field of city utility providing from which a minimum of 3 years to be in the Middle East region. In special cases less years of experience are acceptable in case the evidence of knowledge

Strong demonstrated experience in a property or corporate real estate environment or at a senior level in a similarly complex industry;

Proven ability in working within an integrated services and property model delivering a Property Management, Facilities Management, Project Management and Financial Management Services;

Proven ability in managing a City utilities;

Strong business acumen with demonstrated business planning and high-level financial knowledge and skills;

Proven capability of working within an environment using QA, OH&S and environmental systems;

Able to respond quickly to change and adopt a flexible/ innovative approach to problems and opportunities.

Knowledge and experience in the use of a Computerised Management Systems knowledge .

Specific experience in management role which has included development of operational processes, procedures and solutions

Experience in development and delivery of training programs for operational teams

Experience in auditing and risk assessments

Experience in monitoring subcontractors and suppliers compliance

Knowledge of materials, methods, and the tools involved in design and construction of buildings & infrastructure.

Knowledge of international conditions of contract such as FIDIC conditions.
