Clinical Information Systems Program Manager

Job description / Role

My client is implementing, in conjunction with the national hospital service, Cerner Millennium.

This Cerner millennium clinical information system will support primary care clinicians and the sharing of clinical information to support patient care across primary, secondary and tertiary care in Qatar.

The role
My client is now looking for a project manager who has managed large and complex clinical information system projects, with Cerner Millennium knowledge and experience, and with a good understanding of primary healthcare.
The role will be responsible for ensuring effective stakeholder engagement across the patch and a good working relationship between stakeholders including clinicians, administrators, external stakeholders and suppliers.
The CIS Program Manager will supporting sound governance and deliver strong management skills while providing and enabling a supportive environment and firm leadership to the project team.

Responsibilities

1. Responsibilities include the definition and oversight of a programme of work to ensure that my client obtains the best possible return from implementing an electronic Clinical Information System across all the main clinical specialties and departments

2. This will mean ensuring that:
• Clinical and Executive requirements are fully supported throughout the whole project.
• Patient experience is improved and that the new processes deliver an improved level of patient safety.
• Clinical information is recorded by the most appropriate person and is shared amongst all who have a legitimate need to see or use such information
• Transformed services are multidisciplinary and based on best clinical practices
• Transformed services have clinical acceptance and support and that there is a high level of clinical adoption
• Transformed services are attractive to both the targeted patient cohort and the clinicians who will provide the care
• Transformed services will not only reduce the quantity of paperwork but will also result in a reduction in administrative overheads
• The redesigned processes and associated policies support implementation of the CIS solution and provide for accelerated design, build and implementation of the CIS solution
• The solution supports revised business and clinical processes and procedures required to meet the client's objectives

3. In order to complete this work the post holder will supervise the work of Cerner and Implementation Support consultants

4. The post also involves leadership of the client's staff who will be working on the different elements of the project

5. In the longer term the post holder will be required to ensure that the system once developed can
• Continue to deliver further benefits as users and the organizations become more sophisticated in using the tools available
• keep pace with the changes in HMC and the client and in clinical practice.

6. Throughout the programme of delivery the post holder will be responsible for providing strong and consistent support for the project by the leadership teams and delivering positive messages about change

Requirements

Selection Criteria

Successful candidates will be from a healthcare background with experience managing large complex clinical information systems projects. They will have experience with Cerner products and will also have the gravitas, experience and ability to quickly develop a strong and cohesive team and to provide senior-level leadership and guidance to our full, diverse range of stakeholders.

Ideally we would expect the successful candidate to have around 15 years experience in senior executive roles in healthcare, a graduate degree in an appropriate field, post graduate qualifications, and formal education in project management.
