The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $120B for infrastructure and road projects by 2018. To support this growth, our client; the public works authority; has created a number of senior management expatriate postings for urgent commencement. With long term prospects providing stability and career development, our employer is looking to recruit an experienced Commercial Manager to their team to work on Local Roads and Drainage Project and to be able to add value in an advisory capacity.

Reporting to the Programme Manager – Local Roads & Drainage and working as part of the Infrastructure team, your responsibilities in the role are to ensure capital works projects are managed as per commercial and financial procedures. Responsibilities include to:

• Monitor all commercial activities with supply chain partners comprising programme management consultants, design consultants, contractors and suppliers. Commercial activities to include applications for payment, invoices, change orders, variations and claims.
• Work in partnership with consultants and contractors to ensure delivery of the capital programme within the authorised budgetary constraints and in accordance with the company’s financial objectives.
• Undertake application of commercial governance procedures across the capital programme to provide regular and validated reports on programme and project commercial performance.
• Prepare regular cost control and forecast reports and briefing papers on the financial status of the local roads and drainage programme.
• Manage commercial risk across the capital programme and support the programme team in preparation of management reports to propose strategies for mitigation.
• Manage the commercial and financial performance of the PMC and consultants and provision of feedback to ensure continuous improvement in the quality of service delivered through the supply chain.
• Ensure the implementation of project gateway capital approval processes..
• Detail and monitor cost reports forecasts and schedules submitted by the PMC.
• Prepare reports and briefing documents to ensure that financial and commercial performance is monitored according to company requirements.
• Management of the commercial aspects of change authorisation on all contracts within the programme.

Requirements

• Degree qualification in Quantity Surveying, Cost Engineering or comparable is required with Chartered status from a recognised institution being highly regarded.
• A minimum of 15+ years’ experience in managing the cost, financial and procurement aspects of roads and drainage projects with experience in the GCC region being highly regarded
• Experience in the assessment of claims and variations on major infrastructure projects and experience of contract forms related to road and drainage infrastructure projects.
• A team player with excellent negotiation and communication skills.
