Commercial Manager - Qatar

Our client, a government agency, seeks to recruit 5 x Commercial Managers to their executive team for numerous public works projects to act as the clients representatives in commercially managing an array of government mega projects. Continuing growth of major infrastructure projects in the country of Qatar has created this world standard project for this client who is charged with delivering an infrastructure budget of $120B+ over a 7 year period. This role is responsible for the contract management and commercial governance on major projects. Candidates will be responsible for one of the following specialised discipline areas:
1. Drainage/Wastewater Construction
2. Local Roads construction
3. Building Construction and operation and maintenance
4. Roads Assets Operation and Maintenance
5. Drainage/Wastewater Assets Operation and Maintenance

Reporting to the Programme Lead, this role is responsible for the commercial management delivery of the project including:
- Responsible for commercial and contract administration for the entire construction project cycle (pre and post contracts from the inception and feasibility study up to the successful delivery fully operational and maintained).
- Monitoring of all commercial activities with supply chain partners comprising programme management consultant, Design Consultants, Contractors and suppliers. Commercial activities to include contract and procurement administration (applications for payment, invoices, change orders, variations and claims, etc)
- Leadership and management of a commercial team.
- Preparation of procurement strategy establishment including tender preparation and contract negotiation.
- Work in partnership with consultants and contractors to ensure delivery of the programme within the authorised budgetary constraints and in accordance with the firms to financial objectives.
- Application of commercial governance procedures across the programme to provide regular and validated reports on programme and project commercial performance.
- Preparation of regular cost control and forecast reports and briefing papers on the financial status of the programme.
- Management of commercial risk across the programme and support the programme team in preparation of management reports to propose strategies for mitigation.
- Management of the commercial and financial performance of the PMC and consultants and provision of feedback to ensure continuous improvement in the quality of service delivered through the supply chain including budget and financial management.
- Ensure the implementation of project gateway capital approval processes in accordance with the firms procedures.
- Detailed Monitoring of cost reports forecasts and schedules.
- Preparation of reports and briefing documents to ensure that financial and commercial performance is monitored.

Requirements

- Degree qualified Engineer / Surveyor with quantity surveying or commercial management / contract administration specialisation with a minimum of 20 years relevant experience that should match with each construction sector under consideration (assets operation and maintenance roads - assets operation and maintenance drainage/wastewater - local road - drainage/wastewater - Building construction).
- A minimum of 5 years commercial management experience in the government sector i.e. government infrastructure organizations preferably in relation to major infrastructure, major buildings, tunnelling, bridges and or roads infrastructure would be highly regarded.
- Preferably candidates should be experienced in implementation of infrastructure programmes in excess of USD500M.
- Strong local and international market/industry and conditions of contract awareness.
- Experience in directing and managing significant engagements from the client side, preferably within a government agency.
- Experience of working in the GCC or in an expatriate environment is highly desirable.
