The RoleThe Role Public Works Government Authority Advisory Capacity Location: Doha, Qatar The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $120B for infrastructure and road projects by 2016. To support this growth, our client; the public works authority; has created a number of senior management expatriate postings for urgent commencement. With long term prospects providing stability and career development, our employer is looking to recruit an experienced Commercial Manager to their team to work on a range of infrastructure projects as a specialist and to be able to add value in an advisory capacity. Reporting to the Director - Contract Affairs, your responsibilities in the role are to manage the day to day commercial and contract activities of the Contract Affairs Department for infrastructure programmes and programme management consultants. Responsibilities include to: Manage daily commercial operations and assist the Department Manager in ensuring that commercial Tender and Contract policies, procedures, standards and guidelines are strictly observed. Advise the Department Manager to ensure that the programme objectives and performance targets are realised. Propose improvements on structure, procedures, financing strategy and to other function assigned. Experience of delivering in a change environment. Prepare corporate annual business plan, policies, procedures for programmes and projects. Resolve contractual and commercial problems, working with contract managers, discovering areas that are not in keeping with regulation practices, reviewing, scrutinizing, and developing operational process flows. Study and promote Qatari national human capital (Qatarisation) policies and take action plans accordingly for future development. Give advice for a proper archive system to enable easy tracking of all Contract Department documentations. Ensure that the financial aspects and impact of a contract are clear to all parties, producing risk assessments, ensuring that all stakeholders, such as administration, operations, and finance understand and adhere to contractual obligations; reflecting them accurately. Promote the transparency and competition for procedures, processes; adhere to corporate administration rules and regulations. Encourage safety policy and procedures and all environmental rules and regulation. Assist on contracts strategies to promote the Authority. Submits periodic status reports and including Key Performance Indicators (KPI) to the higher management authority. Liaise with various Contract Department Sections to develop cooperation and team work |
RequirementsRequirementsEssential attributes include: Degree qualification in Quantity Surveying, Cost Engineering or comparable is required with Chartered status from a recognised institution being highly regarded. A minimum of 15+ years experience in managing the cost, financial and procurement aspects of projects with experience in the GCC region being highly regarded Experience on projects comprising Tunnels, Tunnels and Bridges, Local Roads and Drainage, Highways and Building are required. Experience in the assessment of claims and variations on major infrastructure projects and experience of contract forms related to road and drainage infrastructure projects.
