Job description / Role

Employment: Full Time

Oversee QPMs Cost Control system on project sites, administer and implement the contract document terms and conditions, manage and maintain costs for client projects including value management to ensure completion of project within budget. Ensure compliance with contract terms and conditions for all QPM projects. Monitoring compliance with contracting policies and ensuring contractual terms and conditions are met.

Coordinate with Project Manager to establish client requirements, conduct feasibility studies, past estimation reviews and cost estimations.
Support tendering including bills of quantities, bids evaluation and allocating work to contractors and sub-contractors.
Facilitate value engineering and perform risk management for project site in coordination with, Project Manager and Design Manager.
Coordinate with Project Manager to compile, track and monitor periodic cost reports, cost trend reports and variance reports.
Oversee preparation of cost-performance reports and standard unit price costs based on actual performance.
Provide advice to client on contractual claims.
Provide advice and ensure contractor compliance on contractual terms and conditions.
Review and approve compliance and validity of contractors Insurance Policies, Company Guarantees, Performance Bond and relevant construction licenses.
Advise and make recommendations on all design changes which impact project budget.
Monitor, and oversee adjustment and update of cost management plan as per approved change requests.
Ensure cost management plans are being adhered to through periodic cost performance review on cost baselines.
Implement QPMs standard cost control tools and techniques for monitoring project cost performance such as earned value management.
Advise on contingency reserves and management reserves on the project.
Watch for threats and opportunities and take measures to achieve savings and greater value for project by employing appropriate risk management strategies.
Conduct regular follow up with contractors on QS aspects.
Attend project meetings and represent all QS and Contractual issues and actions.
Coordinate closely with Project Manager and QS to maintain awareness of QPMs QS policy, methodologies, tools and updates. .
Guide QS team to understand and apply QPMs cost estimation and management techniques.
Facilitate regular meetings with project team for cost performance review and analyses.
Discuss and finalize corrective and preventive actions required to counter overrun trends.
Conduct regular follow up with cost consultants (if any) and contractors on cost issues.
Guide Cost Control Engineers to understand and apply QPMs cost control methodologies and tools.
Manage and control contracts and QS team to ensure timely and effective monitoring of project cost.
Carry out goal setting and appraisals for team members.
Conduct skills development and awareness workshops for team as needed
Attend meetings with client for all QS / cost and contractual aspects during project.
Advise clients on cost variance issues and suggest and get approvals on remedial actions.
Interface with client to respond to queries on cost control and contractual aspects.
Meet client to obtain feedback on QPMs QS / cost control methodologies and outcomes and use the same to make appropriate modifications to site QS program.
Oversee preparation of project QS / costs and cash flow reports.
Oversee preparation of cost variance reports, cost performance index and coordination with Project Manager.
Conduct performance reviews periodically and prepare cost reports for client as required.
Implement remedial actions as decided by Project Manager and Director Quality in case of variations.
Prepare To-complete Performance Index (TCPI)
Provide advice on contractual agreements, rights and obligations
Oversee tendering process to ensure adequacy, relevance and compliance with procedures and guidelines.
Work with legal team where required
Ensure confidentiality and protect rights in compliance with policies

Requirements

Degree educated in an Engineering discipline
20 years relevant work experience
Experience of working within a PMC or consultancy environment.

QPM will look to speak to candidates with GCC experience in similar projects that we are engaging in right now.
