The RoleThe RoleJOB PURPOSE: To conduct Contracts Compliance monitoring by reviewing pre and post award activities for adherence to Contracts Policies & Procedures, and testing Agreements to ensure deliverables were met and ORYX GTL received Value for Money in contracts as per the Agreement.To prepare, and review all Commercial agreements from the Marketing Department, and other Commercial agreements from Stakeholders such as QP, Ras Laffan, Qatar Gas etc. To be the focal point for close out of Contracts at their expiration. Finally, to conduct Contractor's prequalifications prior to formal registration to ensure their adequacy.Additionally to support the Head of Contracts Compliance in vetting, negotiating and producing business & Tier Agreements as required. ROLES & RESPONSIBILITIES Commercial Advise & Tier Agreements Review Commercial Agreements by highlighting areas of concerns, ensuring the Agreements are fit for purpose, and evaluating the possible associated risks in the Agreements. Provide sound Commercial & Legal advices to Head of Contracts Compliance and End Users with respect to putting in place Commercial & Tier Agreements in support of the End Users. Monitor Compliance Conduct Agreements compliance by comparing and reviewing the contents of the Agreements against actual deliverables to ensure that ORYX GTL received value for money as contained in the Agreement. To produce Reports of the Compliance Monitoring for Management Contract Strategy Development Provide and support the End Users with the development of contracting strategies that maximises opportunities in the market to the benefit of ORYX GTL. Conduct Contractors prequalification Constantly scanning the market for new Contractors. Using set criteria, carry out Contractors prequalifications and propose them for registration. Liaise with the Finance or appropriate Department and register the approved Contractors. market to the benefit of ORYX GTL. Participate in the followings as may be needed from time to time due to demand. Manage the Tendering Process Scrutinise & challenge Scopes of Works received from the End User to ensure fitness for purpose such that can avail ORYX GTL value for money. Obtain necessary approvals in line with Table of Financial Authorities (TOFA) before proceeding with the Invitations to tender (ITT). Issue the ITT and manage the subsequent tender clarifications. Manage Technical Evaluation Process Following the outcome of the ITT, work closely with the End Users to ensure that the Technical evaluations are completed on time and raise the necessary Tender Committee (TC) recommendation reports seeking the TC approval of the technical evaluations outcome. Professionally challenge the outcome of technical evaluations and give guidance to the End Users such that will ensure obtaining the TC's approval the first time it is approached. Propose Award of Contracts Critically examine all commercial bids following the technical evaluations and carry out the Commercial Evaluations. Evaluate the commercial bids and propose the best option for the TC's approval and give guidance to the End Users such that will ensure obtaining the TC's approval the first time it is approached Issue Letter of Award / Letter of Intent and Prepare Contract Agreements In the event of TC's approval of contract award, prepare the necessary Letters of Award / Letters of Intent and subsequent Contract Agreements to the successful Bidder(s). Issue Regret letters to unsuccessful Bidders. Manage any related post award issues. Manage Contract Post Award Events Evaluate the appropriateness of contractual claims by Contractors in conjunction with the End User and propose advice to the Commercial Adviser. Evaluate the End Users' request of Variation Orders and submit the required reports to TC seeking their approval. Periodically work closely with the Contracts Administrator to ensure contract deliverables and other terms & conditions in the contract Agreement are met. Close out all Contracts in the Department. Contractor Performance & Relationship Develop & sustain good relationship with the Contractors. Departmental Policies & Procedures Contribute to the development and implementation of department policies, procedures as and when required to do so. Manage Change & Continuous Improvement Initiatives As a member of the Contracts Department, contribute positively to all change initiatives being carried out in the department and in particular support the performance control reporting system. Perform any other jobs allocated Ancillary to the above, maintain confidential records relating to tendering lists, Contractors screening results, award recommendations and Contract documents Carry out any other jobs that are in line with ORYX GTL Policies & Procedures which may be allocated to you from time to time such as deputising for the Commercial adviser as may be required. Major Challenges: Being service oriented and dealing with unplanned service requests and consequent priority juggling. Flexibility and adaptability to the Department‘¦s vision of creating multi skilled and multi cultured members able to discharge commercial responsibilities for Works & Services. Balancing wide varieties of responsibilities between the End Users requests and the commercial ethics against strict adherence to Contracting Policies and Procedures. Develop and support the Qatarisation plans. |
RequirementsRequirementsMinimum Qualification: Bachelor Degree in Engineering, Law, or MBA holder. Chartered Institute of Purchasing & Supply, London, Certified by National Contract Management Association or any equivalent. Minimum Experience: Over 5 years in handling contracts preferably in Oil & Gas Sector and or Power Energy Sector. Tendering administration experience is a must.
