Our client is a global oil & gas, petrochemical company. Currently involved in oil and gas project in Iraq, the company is looking for Commissioning Engineer.

Role Description:
Position is designated CSU Engineer (Greenfield Scope) for First Commercial Production (FCP), within the Oil Field Development team located initially in Sharjah, United Arab Emirates, then field based in Iraq.
The incumbent will be part of the Project Team responsible for preparing rehabilitation and development plans, completing the execution and transferring the scope to the Asset.
Resident in the UAE, with frequent visits to Iraq.
For Commissioning & Start Up this position will be transferred to Iraq in country on rotational basis.
Provide CSU input to the Project design team. Verify construction and pre-commissioning completion in fabrication facilities. Verify vendor deliverables.
On site in Iraq for Commissioning & Start Up and integration with Brownfield upgrade facilities.
The Greenfield CSU Engineer will play a leading role in taking the project from the design stage, through offsite fabrication of facilities, to commissioning and start up in Iraq and handover to operations.
The primary objective is to ensure that the project delivers on its original promises, in terms of production, ramp-up, availability, and that it is fully ready for handover to the Operations Team.

The primary accountabilities are:

- Advise and support the Client and Contractor Design Teams to ensure all CSU requirements are incorporated in design.
- Support the development and operation of the Completions Management System
- Contribute to the Commissioning & Start Up Plan and Pre-Commissioning/Commissioning Execution Plan and ensure content is fully aligned with construction and Project to Asset handover process.
- Interface with the Brownfield CSU engineer to ensure alignment of scopes
- Verification, inspection and acceptance of skid mounted equipment fabricated out of country.
-Verification and acceptance of vendor equipment through FAT's.
- Contribute to and verify the content Pre-Commissioning and Commissioning Procedures, including Systems Testing Procedures.
- Assist and contribute to the Flawless start-up initiative.
- Support the Project to Asset (P2A) Handover strategy to align with Operations handover requirements.
- Identify Commissioning materials and consumable requirements for the Greenfield scope.
- Assist in identifying the Commissioning spares requirement.
- Provide quality assurance and coaching on systems acceptance and punch listing activities undertaken by the Operations team
- Promote an awareness of safety and safe operation of plant and equipment during all start up and operating conditions
- Contribute to a right first time approach within the Project Teams and Operations to ensure a cost effective and quick ramp up to target operations levels.
- Provide CSU input into Commissioning & Start Up procedures
- Establish effective communication methods to ensure knowledge sharing and awareness within the Operations team of initial SU activities
-Contribute to the Lessons Learned initiative and development of the CSU Closeout report.
- Work closely with project and operations to help develop SU team skills and competency requirements for initial start up
- Participate in Peer reviews on system and facility start up procedures
- Assist in the development of Commissioning and start up workshops specific to the CSU schedule.
- Work closely with Project and Operations personnel to identify the scope and interface requirements for each of the commissioning and start up milestones.
- Ensure risks to the CSU schedule are identified and raised.
- Provide input to the CSU Safety Strategies and HSE awareness.
- Review punch lists, acceptance documentation, site and technical queries. Contribute to development of the Commissioning milestones
- Assist in the preparation for PSUR and PSUA.
- Ensure close out of outstanding work and punch items, prior to systems being accepted for commissioned.

Requirements

Qualifications: Higher technical qualification

Experience:
+15 years technical or operations professionals with a background in either of production / maintenance operations, asset management and/or project supervision (e.g. commissioning) with demonstrable experience in the areas of interest for the job.

Must be a self-starter, highly motivated, with a proven track record.

Good communication and analytical skills are essential

Working experience on part of an EP Project life cycle (from conceptual design through to final commissioning and handover) and/or in the front line oil and gas production operations is desirable.

A HSSE driven mindset

Good communication and analytical skills are essential

Exposure to both onshore and offshore operations and/or project experience will be an advantage. In addition, experience in working in harsh geographical and /or technical environments (e.g. temperature extremes, high pressure reservoirs) would be beneficial.
Having previous experience working in a high concentration H2S environment would also be very desirable.
Commissioning experience on a large scale EP FEED would be an advantage.
The competencies defined below are desirable as a minimum, although shortfalls are acceptable if demonstrated strengths in above requirements and/or other areas are made apparent.
