Commissioning Manager for a simple cycle project in Algeria (duration 30 weeks)

We require a Commissioning Manager for the commissioning and start-up of a 456MW Natural Gas and Fuel Oil (dual fuel) Power Plant in Algeria.

Key Responsibilities:
- Provision of both management and technical leadership to turnover the asset from mechanical completion, pre-commissioning, cold commissioning, hot commissioning gated process to ready for start-up.
- Scope will include program / schedule development and management, input into the development of framework execution plans, cold & hot commissioning procedures method statements and work packs with full process operational and multi-discipline input.
- Scope also includes management and coordination of Vendors for turnover and commissioning at site. Support the system based plant turnover by attending walkdowns and reviewing the contractor punch-list. Obtain an in depth knowledge of the contracts associated for the assigned project and identification of any equipment that requires commissioning which has not been identified in a contract. Assists in the review of contractor plant/system turnover documentation.
- Understands all project related permits and works to identify any actions which may produce a violation of those permits. Supports the Project Manager and Commercial Manager in enforcement of contract terms & Conditions through interactions with contract executives and site supervisor. Supports the Project Manager in oversight of EPC startup means and methods. Supports the Project Manager and Project Controls in evaluating project performance and in managing change.
- Prepares the site startup portion of the Monthly Project Execution Report. Prepares the Project Daily Startup Report as required. Prepares the Weekly Startup Report. Maintains a daily log of site significant activities. Supports the Project Manager & Project Controls Manager on schedule, cost forecasting change orders and any project related claims. Addresses site startup risks that arise on the project. Supports the resolution of warranty claims after turnover.

Requirements

- Degree in a related discipline.
- Able to write detailed reports.
- Communicate effectively, in writing and verbally, with clients and peers.
- Communicate technical or project related subjects accurately via email.
- Performs well as part of a team of various groups and disciplines.
