Project / business overview

This is an exciting opportunity to work in the thriving Middle East engineering sector. We have clients from the public and private sectors and work on projects throughout the Middle East region.
Halcrow (A CH2M HILL Company) employs over 1,000 people across the Middle East working on projects ranging from highway drainage schemes to multi-million dollar infrastructure projects, major water supply and transfer schemes and much more between.
We are currently undertaking the role of Owner's Engineer on the Disi-Mudawarra to Amman Water Conveyance Pipeline project in Jordan. The project works consist of 55 production wells, 325 km of 1.6m diameter steel water pipeline, holding reservoir of 150K m3 capacity, pump stations and all associated works, from the well field site at Mudawarra in the south to Amman in the north. Key role objective
The principal function of this position is to provide leadership on the pre-commissioning /commissioning activities of the project on behalf of the Project Company, supervising the commissioning to be carried out by the EPC Contractor of the wellfield, pumping stations and pipelines and principally involving the disciplines of mechanical and electrical engineering, instrumentation, control and automation (ie MEICA). The role will involve working closely with the Project Company's Project Manager; in particular with respect to robust and active coordination among the different skills groups of the Project Company's team and those of the EPC Contractor, the Ministry of Water and Irrigation (MWI), and the Operation and Maintenance (O&M) contractor.Key areas of responsibility The priorities of this role include:

The Commissioning Manager (CM) must work with the Project Manager and/or client representative to ensure that the project operation parameters are well understood and proven.
The CM must have a full understanding of the theory of operation of potable water conveyance pipelines, pumping operations, water abstraction from wells, PLC/SCADA, power installations, and reservoirs.
Active and prompt coordination with all parties for the pre-commissioning /commissioning activities of relative parts of the project is essential.
Lead the development of commissioning strategies in conjunction with Resident Engineers of all disciplines, contract teams and Health and Safety and other partners.
To develop commissioning resources, best practice and guidance, and to lead the operational commissioning staff.
To ensure that policies and procedures related to commissioning are understood by staff.
To lead and develop appraisal and service prioritisation tools for use in commissioning activity and ensure operational staff are trained and compliant in their operation.
To develop a project management approach to accept the deliverables of EPC Contractor's commissioning team across the project.
To undertake health and safety duties commensurate with those detailed in the Project's Health and Safety Policy.
The CM must have a thorough understanding of control sequencing and how to simulate various operating conditions to prove the operation of all systems.
The CM will be involved in ensuring that all commissioning forms are updated as required to keep in line with changes in technology.
The CM must meet on a regular basis with EPC contractor and O&M Contractor as required to ensure that identified deficiencies are repaired and acceptable.
With the commissioning team on a daily basis to coordinate all relative discipline activities, meetings and the mentoring of the team to ensure knowledge transfer.
Review daily reports and completion reports, field change requests, commissioning / operation procedural documentation and letters from both client and contractor, drafting of responses.
Participation in monthly reporting and monthly progress meetings as required.
Reports to the Project Manager and works full time at site.

Requirements

Key requirements

The ideal candidate should possess and be able to demonstrate a proven experience in the key areas of responsibility above and should possess and be able to demonstrate the following skills and knowledge:


Minimum 10-15 year experience in commissioning activities with particularly to water conveyance lines, water abstraction from wells, PLC/SCADA, power installations and reservoirs.

Comprehensive knowledge of all aspects of disciplines of the project like steel pipe line, DI pipeline, water well, pumping machinery (submersible pumps and conveyance pumps), PLC SCADA testing and analysis, high and low voltage electr4ical systems and all other ancillary operations.

Practical experience and knowledge of pre-commissioning and commissioning activities sequence, OHSE trained and well versed with LOTO procedure.

Experience of working on similar international conveyance water and well field construction projects is essential.

Strong command of English and high level of literacy.

Preparation of interpretative reports on commissioning activities of all disciplines.
Applicant will also be required to review daily/weekly/monthly commissioning reports and operation procedural documentation and letters from both client and contractor and respond accordingly.

Minimum qualifications

Engineering background preferably in Electrical/Mechanical/ICA, MSc will be preferred.

Commissioning Process Management Professional (CPMP) is advantageous
Well versed in Microsoft software packages.

Experience of Middle East or North Africa or developing country environment.

Friendly and able to work with a variety of different cultures. Excellent communicator; proactive, self-starter.
