The Commissioning Manager position reports to the PMC Project Manager and Engineering Manager, and the role is to deliver a polysilicon specific commissioning program and execution. The physical commissioning of the facility will be performed by Contractor commissioning teams in the performance of their scope of supply. The commissioning manager is personally responsible for the following at a minimum: Confirm, Approve and Audit the PMC Plans and Procedures in relation to pre-commissioning, commissioning, start-up and performance testing of facilities. Review, Approve, and audit the individual project commissioning plans and procedures from Contractors Confirm and Audit Contractors have HSSE procedures, including Lock Out/Tag Out, to ensure the safety of personnel during pre-commissioning and commissioning. Leads the PMC commissioning team in all pre-commissioning and commissioning activities of the project Review and approve the individual project commissioning plans and procedures from Contractors Evaluate program requirements for all commissioning activities for the Owner and the Contractors Ensures there are adequate resources to achieve plant commissioning in accordance with the project schedule Reviews and approves performance guarantee tests (PGT) The commissioning manger is to ensure the PMC commissioning team provides the following at a minimum: Review and modification as needed, of all PMC Commissioning Plans and Procedures Selection, mobilization and training of PMC commissioning personnel Oversee resolution and closeout of non compliance / deficiency reports Required witnessing of system testing by Contractors Provision, recording and filing of test certificates provided by Contractors Final plant check outs against design documents Oversee system completion and functional testing Oversee the selection, mobilization and training of commissioning personnel Oversee the handling and storage of commissioning materials and test equipment. Team Leadership Responsibilities while on Site Coordinate commissioning activities for all Contractors Anticipate commissioning problems Work closely w/ the PMC QA/QC Manager to ensure the Contractors have adequate Quality Assurance procedures for commissioning activities and Contractors are following those procedures Develop commissioning priorities Works with regulators and officials of Ras Laffan Industrial City getting required permits, licenses and consents Work closely w/ the Contractors, vendors and suppliers in resolution of technical problems What you will find At CH2M HILL, the greatest challenges provide the biggest rewards. RequirementsRequirementsBasic Qualifications: Minimum of 10 years in technical and field experience in pre-commissioning, commissioning, start-up and test runs within Oil and Gas industry /Heavy Industrial /Petrochemical /Pharmaceutical. Bachelor's degree in Engineering. (Process/Chemical Engineering desirable) Polysilicon Plant Startup and Commissioning Experience - Strongly Desirable Experience working at Ras Laffan Industrial City, Qatar - Desired Polysilicon Plant Operation Experience - Desired (EPCM, or Facility Operating Experience) Broad commissioning management experience – mechanical, electrical, utilities Validation Experience (IQ, OQ, PQ ) Master plan, and protocols Excellent English written and verbal communication skills Leadership and management experience and skills Having extensive and broad construction and commissioning experience. |
