The RoleThe RoleThe Construction Manager is responsible for: • monitoring, coordinating, reporting of the EPC Contractor’s activities at site and also during the design review stage with a view to defend the best interest of the Project Company; • directing the Owner’s Engineer team at site; • ensuring a smooth and timely completion of all interface activities/information exchanges (in particular, but not limited to gas, fuel oil, water and Grid). CEO of the Projects Company and Executive Vice President CAT. He will be the Owner Representative at site. • Will follow up the plant construction with the assistance of the Owner’s Engineer to ensure that it is performed properly in terms of quality, schedule and budget in line with the EPC Contract. • Monitors the work at site and liaises with and coordinates the efforts of the Owner’s Engineer, the local contractors, if any, the local authorities, interface parties and the EPC Contractor. He is their direct contact at site. • Timely reports technical variances to the CEO of the Project Company and proposes jointly with the Owner’s Engineer mitigation or alternative solutions. • Make sure that agreed corrective actions to mitigate the effects of variances are planned and carried out. • Will monitor and keep updated when needed the overall schedule of the plant construction integrating the EPC schedule with the schedule of permits, authorisations and other contractual obligations. • Will lead technical meetings with the EPC Contractor, Off-taker, gas supplier, fuel oil supplier, Environmental Authorities. • Will review the commissioning procedures received from the EPC Contractor. • Will issue the commissioning procedures as per PPA on behalf of the Project Company based on the EPC procedures. • Will understand Performance Test procedure/report and issue report as per PPA based on EPC report. • Will lead design review meeting session and take technical decisions with the support of the OE. • Will ensure IPR HSE standards are applied and strictly followed. • Works in partnership with the Project Company’s Health and Safety Officer, to ensure that the EPC Contractor implements health and safety and environmental measures on site in accordance with the EPC Contract. • Will assist the CEO on the contractual/commercial issues. • Will analyze request for Change Order received from the EPC Contractor and give recommendations. • Will handle technical issues which may occur during the construction of the Plant with the support of the OE. • Will supervise the OE team and assess/manage its performance. • Will interact with the Lenders Engineer, Construction and Operational Insurance advisers. • Will issue Weekly Progress Report, Monthly Progress Report for the Project Company. • Will write technical Memo summarizing issues which occurred during the design review stage and/or at the site. • Will interact with the O&M company to allow O&M team to have a smooth mobilization. • Will manage all the interfaces between the Plant and the Third Parties (Off-taker, Load Dispatch Center, local authorities, fire brigade, gas supplier, fuel oil supplier, Environmental Authorities as applicable). • Will host various visitors at the site (IPR management, Authorities, etc.). • Will write to technical letters to off-taker, local authorities, fire brigade, gas supplier, fuel oil supplier, environmental authorities • Will also direct and control the work at site by contractors working directly for the Project Company, if any. Will make sure that those activities are coordinated with the overall activities in the plant. • Is responsible, with the assistance of a site secretary, for the management of the site office of the Project Company including the use of that office by the Owner’s Engineer. • Shall work in close collaboration with the CEO of the Project Company and Executive Vice President CAT. • Will be familiar with PPA, EPC, NGSA and timely reports contractual/commercial variances to the CEO of the Project Company and Executive Vice President CAT and proposes mitigation or alternative solutions. • To assist the CEO in writing the contractual letters towards the EPC Contractor and Off-taker. • To identify/anticipate deliverables from PPA to be given to Off-taker, Environmental authorities and Gas supplier in due course. • To issue letters to Off-taker concerning important milestones and contractual obligations under the PPA. • To issue to Off-taker Acceptance Test notification as per PPA. • To coordinate smooth progress of the commissioning with the off-taker and Load Dispatch Center. • Will assist the Project Company in claims management to and from the EPC Contractor. He / she will thoroughly understand and apply the commercial and technical terms of the EPC Contract, as well as of other project agreements where relevant. • Will manage the fuel allocation in the EPC contract and PPA. |
RequirementsRequirementsRequirements University degree in Mechanical (electromechanical) Engineering Fluency in English is mandatory • 10 – 15 years of project and site work experience in power generation / international projects; • Would have preferably worked as a Contractor in a project management/site position; • Experience in the Middle East is a plus • Requires strong character as he will be front line with the EPC Contractor, Owner’s Engineer, Off-taker, gas supplier, fuel oil supplier, Environmental Authorities • Sound technical knowledge of large scale project (CCGT), which allow him to rapidly identify potential technical issues on site during the execution, to investigate and discuss those issues with the EPC Contractor with the support of the Owner’s Engineer. • Good knowledge of appropriate power generation (CCGT). • Experience of construction of CCGT. • Comfortable with contractual terms of (Middle East) I(W)PP (PPA, EPC, NGSA, SHA) and able to enforce those contractual terms towards the EPC Contractor. • Excellent communication and reporting capability. Must be able to work independently and to bridge cultural differences. • Ability to coordinate and direct and influence others. He should show capability of leadership. • Goal and decision oriented. • Experience in I(W)PP is a plus Able to work in an IT environment Ability to work in a broad cultural spectrum - Work place is Tihama job site (Saudi Arabia). - The Project Company Tihama Power Generation Company Limited (“TPGCL”) is having its head office in Al Khobar Saudi Arabia. - TPGCL owns and operates several cogeneration power plants built as part of the Saudi Aramco 3rd Party Cogeneration Program in the vicinity of the Saudi Aramco Gas Processing Facilities at Uthmaniyah, Shedgum, Ras Tanura and Ju’aymah in Saudi Arabia. - Tihama Power is expanding the capacity of existing gas-fired cogeneration plants by ~60% at three sites, being Uthmaniyah, Shedgum and Ju’aymah; i.e. by approximately 510 MW and 865 tons/hr steam. - Trunkey EPC Contractor is Hyundai Heavy Industries (Republic of South Korea). - Commercial operation date (COD) scheduled from December 2014 to April 2015 for the three sites. |
