Basic Function and Scope:

Review of scope of work, developing suitable pricing structure, preparing tender documents with suitable conditions and ensure that company policies and procedures are followed. Formulate suitable tendering strategy depending upon the scope, value, type and time schedule. Select the most appropriate bidders list. Obtain STC/LTC approval for the strategy. Lead role in conducting site visits, pre-tender meetings and co-ordinate with user, finance and legal in providing clarifications. Co-ordinate technical evaluation, conduct commercial evaluation, and obtain STC/ LTC approval for award. Prepare legally binding Letter of Indents, Contracts and Change Orders.

Tasks And Duties

a. Prepare pre-qualification tenders for various types of contracts. Arriving at pre-determined evaluation criteria for the bid evaluation, Co-ordinate the evaluation of pre-qualification bids with user departments. Getting approval from STC/LTC for the pre-qualified bidders.

b. On receipt of Scope of Works/Services, formulate the best tendering strategy depending on the type of contract, value and the time available. Prioritize the work and prepare a tender schedule for the complete tender process and agree with the user.

c. Review the scope of work and make changes to suit company procedures, protect company interest as well as to have a fair deal with the successful contractor. Ensure that company health, safety, environment, quality control and other objectives are communicated to the contractors. Add special conditions relevant to the type of contract and obtain approval from Legal and Finance for deviations from the standard conditions.

d. Risk analysis to find the exposure of the company and develop the best pricing strategy applicable for the contract in consultation with the user to optimize company objectives. Co-ordinate and consult with Legal and Insurance in preparation of tenders and contracts.

e. Select the most suitable and capable tenderers and prepare the bid list. Obtain STC/LTC approval for the bid list as per the Delegation of Financial Authority.

Requirements

B. Sc. in an Engineering discipline or equivalent.

8 years experience in preparation of tenders, Contracts and contract administration, particularly in relation to services within the oil and gas industry. Should have good Technical knowledge in reviewing and finalising various technical Contracts. Good knowledge in legal practices, Contract laws and industry practices. Good computer literacy in Microsoft office software and SAP ESM modules.

High proficiency in written and spoken English.
