The Role


The Role


Manage Contracting Group, assign request to Contract Advisors/Assistants, check group members work, report weekly highlights for his group, evaluate group members work, represent division in meetings related to his group help with contracting actions if needed, conduct quarterly meeting with proponents and report feedback to division head, prepare, distribute to proponents and consolidate quarterly survey results for his group.

Review Proponent provided Procurement Requisition (PR), Scope of Work (SoW) and Sole Source Justification (if and when needed), initiate purchase/contract request for quotation (RFQ), open/review technical/commercial bids with concerned parties, award contracts and follow up on awarded vendor registration forms, conduct commercial negotiations, control all contracting activities including but not limited to revisions, amendments and contractual/agreement resolutions, provide consultation for proponents and company in general in regards to contracting/procurement rules and policies.

Ensure discipline, track attendance and ensure adherence company rules, resolve issues within group members and confirm safety, security and confidentiality is adhered to.
Fair distribution of tasks among group members.
Consolidate weekly highlights from group members, making sure no deadlines are missed and tracking status of tasks. Coming up with simple measures to assess work progress.
Make quarterly evaluation for members work and prepare annual performance evaluation.
When needed, group leader should attend all meeting related to his group activities, resolve claims or complaints raised by proponent or vendors/contractors.
If members are loaded, group leader should take part of the actions to prevent delays of requests.
Call for periodic meetings with the proponent departments and touch base on their main issues for concerns, complaints and suggestions and bringing them to the attention of division head.
Develop criteria for survey issues to raise to proponents to help measure group service perception and highlights bottlenecks and frequent failures and come up with solution and implementation plan for these solutions.

Responsible for 6-10 subordinates or procurement employees.
Control procurement activities on circa $10,000,000 per annum
Administer the issues of 100 purchase orders per annum.
Coordinate commercial negotiation of 50 purchase requisitions per annum.

Requirements

BS degree in the related field.
Minimum experience of 5 years in the procurement.
Broad procurement handling background minimum 10 years experience.
Effective negotiator
Effective communicator
Proficient in English Language (Speaking/reading/writing)
Competent in MS word, Excel and Outlook and internet surfing applications.
Good level knowledge in SAP.
Rigorous, methodical, numeric thinking, problem solving, organized, contributory, self-motivating, possessing analytical ability and hardworking.

Saudi Nationals or Transferrable Iqama holders preferred.
