Job description / Role

Employment: Full Time

Ras Laffan Terminal Operations (RLTO) – known internally to Qatargas as Terminal Operations - are responsible for managing Qatargas’ ‘take-over’ of all shared storage and loading facilities (except LNG) located in Ras Laffan Port. Currently some facilities are operated by others or are being constructed by others. To manage this ‘take-over’, all agreements whether executed, drafted or yet to be drafted, will need to be defined, understood, and amended, re-written or initially drafted to accommodate the new Terminal Operations and its new role. The incumbent is responsible for working with end-users to design and implement any necessary agreements, procedures, processes required on the strict understanding that existing commercial arrangements must not be diluted.

Tasks and Duties:
a. Reviews existing agreements, their terms, conditions and compares such agreements with the new requirements in place.
b. Provides technical and process input to the RLTO agreements team. Assists with the development of term sheets (used for management approval processes), which will compare existing agreements and which introduce new concepts to Qatargas. Scope includes but is not limited to common facilities such as Condensate, LPG phase 1 and 2, Sulphur, SPM, Sulphidic Caustic, Off-Plot Power, Liquid Product Berths and any infrastructure under the Single Port Operator mandate.
c. Working with other specialist disciplines, participates in brainstorming sessions designed to best develop sharing, coordination and communication agreements that are fit for purpose with minimal (but acceptable) bureaucracy and controls.
d. Works closely with RLTO agreements team and Qatargas legal to develop a position on all existing and future sharing agreements to facilitate timely export of hydrocarbons through common facilities at Ras Laffan port on the understanding that shared infrastructure is or will be operated by Qatargas with the intent of passing on such operational responsibility to QP at some future date.
e. Provides technical input that shall be used to develop strategies within the Qatargas organization.
f. Participates in meetings with end-users, client departments and QG management to review progress and discuss problems.
g. Provides business related input for successful integration of off-plot operations with Qatargas base business systems. Uses expertise to identify any potential problems with common off-plot operators with respect to long-term business plans, budgets and objectives.
h. Provides input to develop long-range plans to provide agreements related services for RLTO such that agreements are available when needed.
i. Responsible for the support of Company Safety, Environment, Quality and Firewall Compliance policies and programs, and carrying out specific duties and responsibilities related to the job as described in Management system documentation, policies, procedures, local documentation, Management System Manual, Safety Manual and other related documents.
j. Qatargas policy is to pursue an active and effective training program for its Qatari employees and each expatriate is expected to participate fully in this effort. The Company is aware that training Qatari employees, whether in the classroom or on the job requires considerable time and effort on the part of expatriate staff. Acceptance of employment with the Company carries with it the understanding that each expatriate employed will participate fully in such training.

Requirements

a. BSc/B.Eng degree.
b. Proven track record negotiating commercial agreements with any experience on sharing agreements being a distinct advantage.
c. Minimum of 8 years broad experience in oil/gas related work in the commercial field with minimum 3 years project or field experience. Experience with government agencies, working with joint-venture partners and / or any planning or cargo scheduling experience are all a distinct advantage.
d. Proven written and verbal communication skills (English).
e. Proven analytical skills in the commercial / finance field.
f. Good interpersonal skills and proven negotiating skills.
