In Libya, AECOM leads the Program Management Department for the Great Socialist People's Libyan Arab Jamahiriya Housing and Infrastructure Board (HIB). AECOM is the main advisor for the Libyan HIB for major cities throughout the country. The company serves as the overall program manager of the HIB capital budget program - a comprehensive housing and infrastructure development program for Libya that will create an enhanced environment for its citizens and visitors.

The scope of this effort includes the construction of new housing and infrastructure systems for all major cities in Libya; urban design and development; housing units and residential settlements; upgrades to existing infrastructure, roads, highways, bridges, water, wastewater and other utility systems; and environmentally focused sustainable processes. The project scope also includes the knowledge transfer and training of over 100 HIB executives, engineers, and technical specialists at AECOM global offices on program management, construction management and inspection, and planning and design.

Contracts & Documents Director

Job Description:
The Contracts & Documents Director will be responsible to provide contracts leadership to the regional program management team and senior program leaders related to AECOM Libya Housing and Infrastructure, Inc. (AEL) Program Management requirements. This individual will be responsible for contract management of all aspects of the contracting process including contractor qualifications, RFP (tender) preparation, fact finding, cost/price analysis, negotiation, contract administration, and contract closure. The Contracts & Documents Director will proactively engage with regional program management teams and customers to ensure that assigned contractors are always in compliance with and executing to contract requirements (including cost, funding, schedule, and deliverables). The CDD will be required to display an understanding of program policies and procedures and their application of contract structures. This individual will use business acumen and program knowledge to understand program performance, provide guidance, and influence outcomes to achieve desired results. Must be able to recognize contractual issues in contractor performance; implement solutions; carry to completion, while exercising good judgment with minimal supervision. This individual must have strong oral and written communication skills with both internal and external customers. The Contracts & Documents Director must be able to demonstrate a sound understanding of contractual agreements, i.e. Construction Management/ Construction Supervision (CM/CS) agreements, design/build and construction, agreements, as well as consultancy agreements. Additionally, a strong understanding of management, organization, planning and controls is necessary. This Individual must be able to effectively manage multiple priorities, including but not limited to, contract modifications, requests for equitable adjustments, claim management, etc. Individual must be able to negotiate sound business deals with contractors on behalf of its customer and to provide governance to the regional program management team in carrying out the terms of the contractor agreement. Must be able to maintain effective customer relationships based on professionalism, responsiveness, and ethical conduct.

Required Skills:

This position requires a thorough knowledge of CM/CS, Design, and Engineering and Construction industry business procedures and contracting practices.

Ability to negotiate and administer major CM/CS, design, as well as engineering and construction agreements as necessary.

Individual must possess strong written and oral communication skills and excellent interpersonal skills.

Ability to draft necessary contracts relying heavily on previous contracts as a resource for terms and conditions.

Monitors and administers the commercial provisions of assigned contracts to ensure that contract requirements are met.

Financial understanding of unit price rate structures and pricing strategies.

Validates pricing of change orders and follows through to ensure that contractual coverage is implemented.

Recommend claims avoidance measures during the course of the program and Manage documentation of claims and changes during the performance of the work.

Able to identify contract risks and recommend appropriate risk mitigation strategies.

Collaborates with colleagues across organizational lines to obtain and transmit contract information necessary for all levels of Project Management to more effectively monitor the status of the project.

Education and Experience:

Experience in the Middle East or North Africa would be an asset.
Bachelor's degree with 15 years of experience.
