Job description / Role

Employment: Full Time

Job Description
a. Verification and processing of invoices of 70 major contracts and more than several hundred Service & Purchase Orders. Verification includes checking of unit rates, back-up documentation and ensuring conditions are met as per individual contracts and compliance with generally accepted accounting principles and adherence to policy and procedures. Also prepare invoices on behalf of Company for shared services.
b. Post-Award Contract Administration including Performance Bank Guarantee monitoring, Insurance Administration, Contractor Performance Evaluation and Contract Close-Out Process.
c. Prepare monthly cash forecast for four months following the current month on behalf of the projects to be incorporated into the Treasury Department.
d. Co-ordinate with the various engineers of the Subsurface groups to apply Non-Conformance Report (NCR) cost recovery as per respective agreements Terms & Conditions.
e. Co-ordinate with the Finance Department and adhere to rules governing the tax withholding issued by the Qatar Income Tax Department for each assessment year. This includes calculation of tax by year on the services provided by the vendors.
f. Provide input into the “Invoice Tracking & Cost Accounting” database. Allocate cost on invoices to projects based on the consumption/usage and in compliance with the contract.
g. Verify & validate Service Entry Sheets in SAP based on line items as per contracts with reference to all terms and conditions in the appropriate SubSurface Contract.
h. Verify and Validate Invoices in SAP for all SubSurface Goods and Services based on contractual terms & Conditions and as agreed procedure between Finance Department and Subsurface.
i. Be familiar with reports in SAP relating to Service Entry Sheet and Invoices as needed. For example, generate report on status of Invoices withheld for NCR purpose.
j. Prepare other Ad Hoc analytical support to Section on regular basis. For example Well Cost Estimated based on the actual Invoices posted in SAP.
k. Co-ordinate with Managers and Supervisors within the Group on financial procedures and systems giving assistance when required. Liaises with Finance Department to ensure compliance with normal accounting policies & procedures.
l. Designs reports formats to meet Ad Hoc department needs.
m. Develops and understanding of legal and contract issues.
n. Prepare business flowcharts and detail business procedures as required.
o. Keeps abreast of latest developments in Accounting, Budget and Statistical methodologies for benefits of Company
p. Provide Contracts Engineering Services to engineering and operations members of the Well management, Petroleum Engineering and Technical Planning Departments to prepare estimates, technical specifications and Scopes of Work as required.
q. Give feedback and recommendations for amendments to all sections of contracts to ensure contracts improvement in quality and clarity of requirements from Legal, Commercial and Technical viewpoints.
r. Provide Contracts Engineering Services from new contracts, extensions, renewals, etc. And be capable of assembling relevant lessons learned data into an easily interpreted form.
s. Assist the Head of Contracts Administration in providing high quality advice on all pre-and post contract contractual matters including tendering and contract administration strategies and tactics.

Requirements

• Bachelors Degree in Engineering or Equivalent.
• Minimum 10 yrs diverse experience in the Contracts and Contract Administration function in the oil and gas sector, with a minimum of 5 years at the supervisory level in a major Oil & gas Company.
• Extensive experience in dealing with suppliers, vendors, contractors and consultants in the international Oil & Gas sector.
• Thorough knowledge of all aspects of the Contract Administration Function.
• Thorough Knowledge of sound procurement practices.
• Computer Literate with a good knowledge of SAP and Microsoft Office and Contract Management and reporting systems.
