Job description / Role

Employment: Full Time

- Lead the development, promotion and continuous improvement of local content, Local Development Investment (LDI), and developing the local Omani market in Omrans contracts to assure & sustain Omrans Local Market Development Strategy, whilst maintaining the company's long term commercial position and ensuring that we are identified as a leader in the Procurement field.
- Lead the Tender Strategy compliance and implementation, including facilitating implementing it to best practice and continuous improvement.
- Assist in defining the policies and procedures relating to tendering and contracting in line with the company and government tender rules and regulations.
- Assist in continuously improving the contracting and tendering process at OMRAN to deliver best value within the timelines agreed with internal customers.
- Measurably develop the Omani staff reporting to this position.
- Support the Senior Contracts Manager in the operational management of the Pre-Contract Management Process.
- Prepare Project Tendering Strategy which will serve as basis for administering the tendering process.
- Prepare RFPs, invitation letters for tenders and contracts in conjunction with the requesting departments.
- Act as OMRANs focal point in dealing with consultants, contractors, and suppliers for pre-qualification and tendering processes.
- Assist in the evaluation of tenders from a commercial as well as LDI point of view, working closely with the departments on technical evaluations in order to select consultants and contractors.
- Ensure that tender assessments are conducted in accordance with the initially prepared Project Tendering Strategy with the objective of procuring works and services at the best economic value to the company.
- Assist in issuing tender awards and contracts to selected consultants and contractors and performing related due diligence.
- Compare progress reports and status of work being completed in order to prepare and disseminate periodic payments as per agreed terms and conditions.
- Conduct site visits to ensure performance as per agreed terms of the contract.
- Track and highlight LDI (that is, In-Country Value) progress in the terms to contract.
- Prepare and maintain tender and contract monitoring reports pertaining to LDI for management decision making.
- Assist the management with issues related to termination of contracts, in case of contractor / consultant non performance.
- Lead & guide the development of LDI strategy and program.
- Analyse & develop LDI supply & manufacturing capabilities.
- Conduct new country entry sourcing assessments, and report findings/ recommendations.
- Arrange for pre-qualifications of potential supply sources.
- Liaise with internal and external stakeholders on LDI strategies and implementation
- Coach & support new local service providers through pre-qualification & SME development initiatives.
- Review and Evaluate major tender documents and subsequent contracts for opportunities in relation to local development improvements and implementation.
- Timely submission of quarterly progress report to the executive team and board.
- Actively participate in Local Market Development and LDI Network and ensure sharing & learning of best practice.
- Establishing Omran as a leader in LDI for the industry.

Requirements

- Omani National, fluent in English and Arabic.
- Bachelors degree in related field (engineering, commercial, sustainability) with a minimum of 7 years experience.
- Should have experience dealing with construction related commercial aspects.
