Job description / Role

Employment: Full Time

Purpose:
The Contracts Manager is responsible for the management and leadership of the Contracts/ Claim Administration. The role involves the effective management of Subcontractors for all contractual, commercial, legal, & financial issues encountered during their activities as well as the review, reference and administration of Prime Contracts either secured or being tendered by CAEL. To provide appropriate action, support and guidance to CAEL Management in the management and administration of subcontract and prime contract obligations consistent with the practices and guidelines set forth in the CAEL procedures.

Core Accountabilities:
- Demonstrate an overriding commitment to health, safety, environmental responsibility.
- Develop and implement Subcontract Management System.
- Audit and confirm implementation against approved Subcontract Administration Procedures.
- Develop and recommend to CAEL Management on Specific Subcontract Strategy.
- Implements inquiry, evaluation, negotiation and recommendation on selection of subcontractors for construction work.
- Recommends work and services to be purchased from outside sources or subcontracted at the home office in accordance with construction policy and project economics.
- Coordinates with Construction Managers group for proper input from them into inquiry document.
- Report and forecast Subcontract cost overruns and subcontract request for Extension of Time (claims, change order, variation request, and quantity increase). Anticipate, report with mitigation measures, to CAEL Management on major contractual and commercial risks,
- Contractor or subcontractor milestones / deliverables.
- Protection of the CAEL /Company against Subcontractors claims and legal actions.
- Permanent search for ways to cut Subcontracting costs. Constant improvement of subcontracting administration in order to minimize risks and extra costs.
- Ensure strict compliance to Subcontract contractual terms.
- Review and follow up actions on all in coming letters and any subcontractor Minutes of meeting.
- Review and Initial all outgoing subcontractors letters.
- Ensure that all in coming correspondences from subcontractor are responded in a timely manner.
- Define Subcontract team resource; establish associated manpower mobilisation, demobilisation and vacation plan.
- Ensure that the confidentiality of all subcontract and prime contract information is strictly maintained.
- Consolidate for each subcontract contract cost analysis, statistics, productivity analysis.
- Review and consolidate Monthly Subcontractor Report for Management.
- Review and appraisal of Terms and Conditions encountered in tendering new works.
- Review, appraisal and ongoing management of contractual obligations of secured prime contracts.

Requirements

Qualifications:
- Bachelor Degree in a Business or Engineering discipline as a preference.
- Extensive experience in the petroleum or related industries with related experience in operational area. Experience in auditing, accounting and contracting techniques and procedures is desirable.
- Experience & Technical Competencies:
- The ideal candidate will demonstrate broad experience in Oil & Gas Brownfield and Greenfield facilities, preferably with EPCM contractors. Middle East experience on similar projects would be an advantage.
- Demonstrated success in past project involvement and technical delivery of small to medium size projects.
- Proven ability to influence and mentor others in safety principles and behaviours.
- Demonstrated high order interpersonal skills and the ability to operate within a multinational environment, with wide exposure to various cultures and customs.
- Excellent communication skills (both written & verbal) with ability to interact across multiple disciplines.
- Demonstrated ability to influence and motivate others with regard to continuous improvement.
- A high level of computer literacy.
