Contracts Manager - Qatar

Our client is a global Property Development firm who are world renowned for the development of iconic mega projects worldwide. Their key project is a city project that extends across 38 square kilometres and includes four exclusive islands and 19 multi-purpose residential, mixed use, entertainment and commercial districts. This is a comprehensive arena of leisure spots, residential buildings, commercial towers, avenues and public ports. This city will accommodate 200,000 residents and 170,000 employees and 80,000 visitors. They now seek to recruit a Contract Manager to manage the contract management process related to the firms projects including internal and general procurement needs. This role also directs the development of policies, procedures and plans that ensure proper control over contracting transactions.

Reporting to the Senior Contract Manager, this role is responsible to:
- Review and preparation of scopes of work including verification of the completeness and accuracy of technical information provided.
- Provide expert advice and direction during the tender preparation phase to ensure the most suitable contracting strategy for a given scope of work is utilized.
- Compile tender documents in their entirety ensuring their completeness, clarity and competitive aspects.
- Prepare and administer all General Tender Committee contracts and Call-off Contracts ensuring compliance with the firms policies and procedures.
- For pre-qualified bidders, prepare suitable tailor-made pre-qualification documents, invitations and evaluation and render expert advice to the firm relative to short listing potential bidders.
- Participate in mid-tender meeting/site visits and answer bidders queries related to commercial and contractual issues.
- Follow-up Tenderers queries for clarifications during the tendering process in a timely manner.
- Participate and assist in conducting technical evaluation of bids, identify deficiencies / inconsistencies, confirm Tenderers compliance with the tender requirements and comment on irregularities, omissions and qualifications. Assist with the preparation of clarification correspondence and advice on technical acceptance of tenders and assist in preparation of technical evaluation report.
- Ensure that technical and commercial reviews are consistent with the terms and conditions of tenders.
- Lead the commercial evaluation team and take responsibility in carrying out commercial evaluation of tenders. Prepare commercial evaluation report, bid tabulation sheet and contract award submittal to the applicable Tender Committees.
- Represent the Contracts Department in various tender and evaluation committees.
- Prepare notification to successful bidders by Letter of Acceptance.
- Compile Contract Documents incorporating the effect of all negotiations, clarifications and qualifications. Prepare Contract Documents and attend Contract Kick-off Meetings.
- Evaluate all variations, claims, change orders or concession requests raised by Contractors and advice.
- Post Contract administration and meeting attendance for Contracts in the evaluation of claims, variations and settlement of final accounts.
- Review Contract Insurance requirements, Performance / Tender Bonds etc. and prepare correspondence related to validity / renewal.
- Review and analyse project concession requests and technical / contractual deviations.
- On completion of Contract, advise on the closure of the project from a contractual, commercial, and legal point of view. Review the Final Account to close out the Contract financially.
- Serve as focal point in the development and training of Qatari Senior Staff assigned to the Division.
- Monitor contract progress and commitments including monitoring work progress for measurement contracts, monitoring contracts expenditure against financial limits.

Requirements

- Bachelor of Science in Engineering/Quantity Surveying or comparable with a minimum of 8 years construction experience
- A minimum of 5 years contract administration experience on large scale construction / infrastructure / engineering projects with a focus on post contract projects.
- Expatriate experience in the construction industry, preferably from the Middle East region.
- Strong knowledge in the review and finalisation of various construction contracts (FIDIC).
- Strong computer literacy in Microsoft Office specifically Word, Excel and Project.
- The analytical communicator we seek must be proficient in contractual correspondence, contract verbalism and report writing and be astute to tendering and contracting processes.
