Job description / Role

Employment: Full Time

To manage and plan the Contracting and Procurement process for QD's Corporate in order to ensure all contracting and procurement requirements are met to achieve QD's business objectives.

Job Responsibilities:
* As a senior member of the Contracts and Procurement function team, contribute to the formulation and implementation of the Contracts and Procurement functional strategy and plans in order to ensure alignment to the functional needs and objectives.
* Manage the day-to-day operations of the Corporate Contracts and Procurement department through providing expertise, encouraging and ensuring teamwork and aligning work processes in order to achieve high performance standards and meet established targets, objectives and employee engagement in a motivated work environment.
* Ensure the effective achievement of functional objectives through the leadership of the Corporate Contracts and Procurement department, setting departmental and individual objectives, managing performance, developing and motivating staff, providing formal and informal feedback and appraisal in order to maximize subordinate and departmental performance.
* Oversee the preparation of the budget related to Contracts and Procurement Corporate, ensuring that adequate provision is made for all activities; monitor and control expenditure against approved budget and reconcile budget variances to ensure on-target performance against budgets.
* Monitor and control all the RFP preparation process including internal peer review before issuance of the RFP for other departments review.
* Monitor and control all the tendering process including attendance of the committees' meeting in order to ensure compliance with corporate and governmental regulations
* Manage and guide the process of Contract and Procurement (Corporate) to ensure that all corporate requirements and services are provided cost efficiently and safely with the required quality through the implementation of the contracting process with the selected contractor/Consultant including following up other concerned dept. final approval on the contract's clauses, in addition to manage the negotiation with the vendor in accordance with the Procedures and Regulations.
* Manage the preparation of contract documentation to ensure clarity of scope, requirements, project deliverables and timing in line with business objectives.
* Approve variation orders in order to submit to the department head for sign off.
* Approve all material requisitions managed and prepared by the Senior Contracts Executive.
* Manage disputes with contractors related to Corporate and negotiate and resolve the dispute to the mutual satisfaction of both parties. In addition to review all documents prepared by Senior Contracts Executive in case of Arbitration, also he should advice his line director on the company chances to win such arbitration.
* Assist in the development and implementation of the Contracts and Procurement policies and procedures in order to ensure that all relevant procedural requirements are fulfilled while delivering a high quality and cost-effective service.
* Manage the preparation of timely and accurate departmental MIS statements and reports to meet Qatari Diar and department requirements, policies and standards.

Requirements

* University degree/diploma in engineering discipline and membership of a recognized Professional Institution.
* Minimum 15 years contracts management experience out of which at least 5 years should be in a senior management position.
