Employment: Full Time

WTS Energy is looking for Contracts Manager to join the team of the leading Downstream Operator in the Middle East and their team in Dubai.

Job Purpose:
This role is responsible for developing, reviewing, analyzing and implementing contracts process and procedures to identify areas of improvement in a cost effective and professional manner. The role holders prime responsibilities include negotiating, analyzing and drafting contract terms and conditions and contracting frameworks. The role is also heavily oriented towards providing guidance and advice on contractual and commercial matters and assisting in the development and implementation of internal control framework for contracting processes in order to enhance business effectiveness and efficiency. To follow company's strategy on Supply Chain function, acting as a single point contact to all the Group Companies towards contracts management.

Managerial Role:
- Plan, lead and organise the activities of the Section to ensure that Contracts and Vendor Management plans / programs are met through the optimisation and efficient utilisation of available resources and make significant contributions.

Policies and Procedures:
- Oversee the development of commercial strategies and promotion of industry best practices. Develop and implement contracting principles, policies and procedures to address Company's operational requirements and delivery of business objectives related to third parties contracts. Advising Procurement Managers on contractual issues relating to procurement.

Development & Implementation of Suppliers Agreement:
- Develop and implement a sound Contracts Management system by ensuring that the majority of high value procurements are covered by contracts aimed at economizing transaction cost and streamlining the process.

Contract Negotiation:
- Negotiate favourable terms and conditions for high value procurements to generate a significant savings in the procurement process. Responsible for negotiating valued at 1 Million and above.

Communication:
- Hold regular meetings with Head of Companies / Business units to get feedback on SLA or any other issues.

Maintain & Improve Contacts between Company and Suppliers:
- Establish Suppliers databank and facilitate good contact between Company and suppliers to foster co-operation and business partnership. Deals exclusively with senior Managers of Suppliers organizations.

Studies and Benchmarking:
- Plan, Carry out and report periodic benchmarking studies with other and similar organisations to identify and recommend best practices in contract management process.

Strategic Planning for Contract:
- Creation of collaborative and cohesive work environment, and focused on broader based issues, such as strategic and long term planning.

Establishment of documents and Audit-ability:
- Ensures that establishment of system for maintaining auditable document files and records and ensures their integrity.

Resolution of Disputes / Problems/ Complaints:
- Participate in and resolve disputes with suppliers and other external parties and complaints raised internally on matters related to contracts and payment terms. Escalate problems beyond own level to GPC Manager.

Organisation and Resources:
- Ensure availability of qualified and competent human resources by initiating recruitment, development and training actions. Plan and follow-up development of nationals.

Section Progress Reporting:
- Keep GPC Manager informed on Sections activities and progress against plans to enable monitoring of Sections overall activities.

Technological Trends:
- Keep informed of technological developments in the area of responsibility in order to identify and recommend opportunities for increased effectiveness and/or cost reduction.

Management Systems (Quality, Environment, Health and Safety):
- Promote and comply with all relevant Company's Management system procedures in respect to Quality, Environment, Health and Safety.

Requirements

- Bachelor's Degree Business Administration or relevant Engineering from accredited institution.
- Minimum 10 - 12 years direct and relevant experience in a procurement function within and oil/gas or petrochemical industry.
- Professional Certification in Contracts Management
