Contracts Manager - Qatar

- Maintain and provide consistency across the project
- Provide commercial advice and services to the programme manager
- Manage commercial aspects of the procurement of consultants
- Report on commercial information received from consultants and contractors

Key Responsibilities / Duties
- Ensure no work or additional work is undertaken without the necessary authorisation from the Client and Line Manager.
- Review and comment on Cost Plans and Estimates and contribute to Benchmark and Cost Modelling as required.
- Prepare commercial content to Programme Reports.
- Contribute to procurement and contracting strategies best suited to meet the Clients expectations / needs.
- Implement PMDS processes.
- Support on Value Engineering / Value Management.
- Support on Project Risk, Issues and Opportunities Management in conjunction with Risk Manager.
- Review and report on Earned Value Analysis.
- Contribute to the procurement of the Consultant(s) and recommendation papers.
- Review and report on the procurement of Contractor(s) being procured by the Consultant(s) and recommendation papers.
- Assist the Programme Manager to manage the Consultant(s) Agreement.
- Assist the Programme Manager to manage the Consultants administration of the Contractor(s) Contract.

Requirements

- Degree qualified
- Healthcare project experience essential
- Minimum 10 years post degree experience

- Technical Capability & Delivery
- Overseeing of, and collaboration with, all project management teams.
- Good communication skills
- Experience in coordinating multiple parties
- Able to meet deadlines, no exceptions Completer Finisher attributes
- Team oriented
- Good technical writing ability
- Knowledge of the principal major forms of contract.
- Ability to prepare and present verbally
- Knowledge of Contracting Practices and preparation of Tender Documents / Bills of Quantities.
- Knowledge of preparing Tender Reports.
- Knowledge of Cost Planning and Estimation.
- Knowledge of Bid Analysis and Bid Conditions.
- Familiar with FIDIC Form of Contracting in all its forms.
- Knowledge of various methods of measurement (POMI, CESMM, SMM7, NRM).
- Knowledge and understanding of Auto Cad, QSCad and WinQS measurement and billing software.
