Contracts Procurement Manager

Excellent Contracts Procurement Manager job available with a large steel trading and manufacturing company based in Dubai. This role is responsible to review advice and amend contracts for approval whilst identifying more efficient and workable practices. You will also act as troubleshooter that will deal with problems quickly and efficiently and make all the affected related parties aware of any causal effects of delays, materials / machinery not being delivered, labour problems and resources. This position is based in Dubai and reports directly to General Manager.

Responsibilities:
• Handling post contract management to ensure that all the deliverables under the contract are met within the deadlines.
• Assessment of possible risks in the contract and develop suitable monitoring mechanism to monitor and mitigate the risks.
• Intensive coordination with supplier as well as project owner to ensure timeous execution of project to ensure payback as envisaged during contracting / investment.
• Develop proper MIS & project monitoring tool in MS project / other software to have full visibility on the project from supply till commissioning & commercial production.
• Coordination with project owner to ensure that all the obligations under Buyer scope like Civil work, erection contract, Performance test preparation, availability of raw material etc are in place to eliminate any possible delay in project commissioning & commercial production.
• Reconcilliation after the completion of contract and claim management.
• Close coordination with Purchasing officers and assisting them in formulating a sound contract in terms of Company’s risk framework.
• Monitoring of various performance & guarantee parameters in the contract to ensure that it is thoroughly complied.
• Coordination for pre-shipment inspection and developing proper mechanism to ensure that no short supply takes place, which may have impact on potential delay in project completion.
• Coordination with supplier to timely deployment of their supervisors / engineers for onsite services.
• Strategic procurement areas for business are Asia (SEA, China, South Korea) India, East Europe, West Europe, South America, and Africa.

Requirements

Qualifications:
• A minimum of bachelor’s degree in Engineering or Law is required
• Relevant experience (minimum 10 years) in leading function in middle to top management in metallurgical and/or heavy industry field.
• A minimum of 10 years contract management experience within procurement is required
• Well conversant with legal aspect of contracts, rules of arbitration, various laws etc.
• Fluent in English is a must. Other languages are an advantage
