Cost Commercial Manager - Qatar

Our client is a Qatari holding group with world standard operations across diversified business interests including oil and gas and property and real estate. The firms property and real estate arm has national and international projects comprising hotels, resorts, shopping centers and residential sub divisions valued up to QR10M. They now wish to appoint a Cost Commercial Manager to their development team to act as the clients representative to manage the clients risk, project and financial returns.

Reporting to the Senior Project Manager, the performer we seek for this role will be responsible for the following:
- Liaison with the Chief Financial Officer regarding establishment of transparent and compliant cost control systems and procedures
- Preparation of Cost plans, Cash flows and Financial reports
- Oversight of Cost Management services provided by external Consultant QS companies for the firms larger scale projects.
- Management of tenders, claims and assessment of multiple internal development projects, in conjunction with the Project Architect.
- Review and assessment of all project claims, variations and close-out payments

Requirements

- Senior Chartered Quantity Surveyor RCIS with a minimum of 15 years experience including proven commercial management experience in the GCC region.
- Preference for additional qualifications in Dispute Resolution and Contract Procurement
- Proven experience in delivery of both pre-contract and post-contract cost planning and management services
- Proven experience in cost planning of large scale projects including preparation of project budgets, forecasts and cost plans
- Proven experience with smaller scale projects, BoQs, tenders and interface with local contractors
- Comprehensive knowledge of Bills of Quantities and adoption of local construction rates
- Proven experience in preparation and evaluation of Tenders, contract procurement and execution, contractor claim assessments and in undertaking Value Management.
- Proven ability to render Commercial Reports and forecasts and the ability to implement commercial risk strategies.
- Ability to build commercial reporting structures within existing frameworks and enhance such systems.
- Ideally candidates that are bilingual in English and Arabic will be highly regarded.
