The RoleThe RoleThe Cost Controls Manager may produce and/or compile, assist, or manage resources completing any one of the following: · Overall Program Cost Controls Management / Budget Administration for a program portfolio containing up to five airports, 200 concurrent projects, and an overall value in excess of USD $10 Billion. · Overall Program Cost Controls functional management including the development, addition to and/or maintenance of existing data structures, governance, policies, and procedures to enable typical full program / project / contract lifecycle Budget Administration and Cost Controls functions which include but are not limited to initiate and/or capture, maintain, develop, analyze, interpret, recommend and report against program / project data and information while maintaining adherence to industry best practices and corporate governance. · Overall responsibility to ensure Cost Controls functions are uniformly maintained within the program through various organizational layers and/or consultants. · Overall responsibility to manage functional processes to initiate and/or capture, maintain, develop, analyze, interpret, recommend and report on Commercial Commitments (including all contract mechanisms), Forecasts, Variance and Trends Analysis, Payment Certifications / Actual Paid, Earned Value Management System and associated Performance Metrics (including input into time-phasing / Planned Value Curves), Accruals, Cost Capitalization, Cash Flows, and Budget and associated Budget Administration mechanisms. · Overall Budget Management administration including tracking and maintaining the approved budget, applying approved movements within the budget, balancing of the budget monthly, and reconciling all costs against the budget. · WBS Management and Administration. · Oversight and/or management of Cost Planning / Estimating functions. · Monthly Executive Reporting on all items related to role. · Overall responsibility to manage the functionality / maintenance of current Budget / Cost Controls database(s) / systems and associated reporting. · Promptly anticipates cost overages or other unsatisfactory cost elements and prepares cost exception reports / notifies per reporting structure. · Works closely with and/or on behalf of Finance Department including some accounting related activities; liaises with Finance Department and reconciles data / information monthly. · Develops reports / presentations for Senior Management; analyzes and interprets data and provides value-add services to assist Senior Management in informed and effective decision making. · Reports to the Head of Program Controls; interfaces with Commercial Managers, Program Controls Managers, Contracts Managers, Project Controls Engineers, Finance Department, Program / Project Managers, and Senior Management. |
RequirementsRequirementsPREFERRED EDUCATION/EXPERIENCE: * Bachelor's Degree in Business, Finance and/or Engineering * 15 years experience working within large organizations in similar commercial, business and/or financial management, or program controls roles. * Must be able to lead a team of 10+ individuals with oversight functionally for 50+ individuals in multiple departments / organizations / companies. * Experience in Finance / Accounting a plus. * Must be a motivated self-starter who can lead / manage autonomously with only conceptual input and/or periodic direction from the Head of Project Controls / Senior Management, develop detailed department mission objectives / plans and deliver within prescribed timelines. * Must possess strong attention to detail and accuracy, as well as excellent oral and written communication skills including presentation of data in highly professional formats (including tables, charts, graphics, colors / fonts etc.). |
