Oman Oil Company Exploration & Production LLC (OOCEP) is currently seeking to appoint a Cost Engineer for a major operated asset. Reporting to the Project Services Lead the role will be based in Muscat Sultanate of Oman.

Job Responsibilities & Activities
• Provision of project cost and production data to enable accurate estimation and cost reporting.
• Preparation of monthly cost report considering budgeted/actual costs and cost accruals.
• Maintenance of all project cost data in an accurate and readily accessible format to enable review by OOCEP Project Manager and OOCEP Commercial Dept.
• Review and response to contractor cost estimates.
• Microsoft systems and software including spreadsheets, planning & database products and development tools.
• Project planning systems and database administration.
• Fully conversant and literate in report writing, software and systems development to be able to formulate complex spreadsheet models and relational database systems
• Must have experience in Oil & Gas / Energy Industry EPCC projects
• Established and maintained close interface liaison with both assigned Project Accountants and Company Finance/Budgeting team
• Prepared monthly executive reports on projects cost status and progress
• Assisting Project Controls Manager in developing and implementing Company and Project(s) Controls / Business Management System
• Design, programming and implementation of project man-hour and cost tracking I reporting and forecasting systems
• Review and audit contractors’ cost management and reporting procedures for all new contracts
• Evaluate Contractor’s baseline cost-loaded schedule and track project costs to contract closeout
• Review the work forecasts and plans for remaining activities and comment on proposals for any amendments to original plans
• Provide support to PM in establishing and maintaining documents including variance analysis of cost over/underuns
• Provide support to PM to establish and maintain cost progress S-curves (inclusive of actuals, forecasts, and commitments) for all ongoing Projects
• Monitor the reported cost performance of consultants/contractors and ensure that the reports accurately reflect the actual performance and productivity
• Review the weekly and monthly reports submitted by consultants and Contractors
• Review the work forecasts and plans for remaining activities and comment on proposals for any amendments to original plans
• Attend regular monthly/weekly progress review meetings
• Produce cost reports and presentations suitable for management (monthly, quarterly and annually) as required, giving planned, actual and forecast costs, for all ongoing projects and contracts

Requirements

Minimum Requirements of Education, Experience, Skills

• Degree in Engineering or associated subject
• 5-8 years minimum experience
• Has worked in a very large program including multiple projects. Implementing Earned Value Management (EVM) in a multi-project environment
• Must be able to establish and maintain procedures for Cost Control, Reporting, Estimating, and Budgeting (in conjunction with Finance)
• Coordinate in conjunction with PM the preparation of the departmental annual Work Programme and Budget (WP&B) submission and reporting
• Develop and maintain a Cost Estimating system (including Cost Breakdown System),including a database of historical project costs, and provide cost estimating support to PM for new projects / project variations and to assist in forecasting of costs to completion
• Must be fluent in English language, both oral and written.
