Job description / Role

Employment: Full Time

Develop, controls and administers a number of contracts with local and international contractors and vendors for maintenance of Plant and Upstream Onshore facilities. Such contracts includes supply of technical manpower (mechanical, electrical, instrumentation and support), services such as rigging, scaffolding, insulation, painting, lighting maintenance, civil works, vendor support and contract for shutdowns. Prepares tender scope of work with suitable conditions, developing appropriate pricing structure and estimates against each tender scope and ensure that company policies and procedures are followed.

Ensures that SAP FI/CO administration procedures for Contracts Service Requests are initiated and closed properly in the system. Post contract administration in settling disputes, interpreting contract terms, settlements of claims. Support local and international vendors and their personnel in visas, accommodation, plant orientation and safety inductions and certification, plant & port access and other logistic arrangements.

Maintains and follows up on maintenance related costs either direct division or contracted costs. Included preparation of annual shutdown Budget, control and monitoring of expenditure, preparation of reports and analyses of costs, take part and provide data for various benchmarking exercise.

Prepares shutdown and Vendor contracts/services based upon informations received from Discipline Engineers and prepares cost estimates.

Prepares pre-qualification tender scope for various types of contracts and arrives at pre-determined evaluation criteria for the evaluation of technical bids. This includes minor and major shutdown tenders/contracts including appropriate pricing schedules. Also prepares pre-qualification documents and involves in technical evaluation process of pre-qualified bids for all turnaround contracts. Prepares yearly budget estimates for shutdowns and calculate shutdown costs and all other costs related to each shutdown.

Calculates monthly payments as per terms and conditions of CSA frame agreements. Also involves in calculating the back-charges to be debited to the contractor for the services provided by Qatargas.

Coordinates the scope of work for shutdown tenders/contracts which involves liaising and corresponding with various other departments including Supply Department, also prepare pre-qualification documents. Prepares pre-qualification tender scope for various types of contracts and arrives at pre-determined evaluation criteria for the evaluation of technical bids.

Prepares and maintains an up-to-date list of qualified contractors and vendor. Calls for pre-qualification documents and participates in liaison with Engineers, in technical assessment.

Follow-up and coordinate with the contractor and the end users with the mobilization of Contractor manpower and related other activities. Arranges to coordinates administrative matters with Contractors. Administers ongoing contracts by liaising with contractor’s representatives to resolve any problems in line with contractual terms and conditions.

Requirements

Degree in Business Administration, Cost Accounting or equivalent.

6 years' experience in cost control, contracts and Budget supervision, including knowledge of maintenance work and legal and commercial systems and standards.

Good written and spoken English.

Good knowledge and experience of computerized maintenance Management Systems – Plant Maintenance, Accounting, Materials and HR Systems.

Good working knowledge of Computer System and software such as MSword, MS Excel, etc.
